Job Summary:

Provides leadership over the legal advice and counsel on all aspects of pursuit, award and administration of contracts with the U.S. Federal government; oversees and supervise attorneys or staff, and manages the allocation of work in support of the government contract law space. The candidate will assist with in proposed legislation or rulemaking related to Federal procurement and educating and communicating with internal clients, and with attorneys who may not be experts in public sector matters. The candidate and direct report(s) will draft, review and participate in negotiating subcontracts with a goal of achieving acceptable risk levels.

Education & Experience:
Required:
  • Juris Doctor degree from an accredited law school
  • Active license, in good standing, in the state in which you currently reside
  • 10+ years' legal experience as an Attorney in federal government contract law
  • Excellent written and verbal communication skills
  • Experience advising on the full lifecycle of federal contracting, from pre-solicitation through contract close-out
  • Familiarity with the Federal Acquisition Regulations (FAR), including Defense FAR Supplement (DFARS), and Veterans Affairs Acquisition Regulations (VAAR)

Preferred:
  • Familiarity with government-funded healthcare programs
  • Experience with VA and/or DoD contracting
  • Familiarity with managed care administrators, health plans, or federal healthcare programs
  • Familiarity with healthcare-related laws & regulations

Key Responsibilities:
  • Serves as Head of the Government Contract Law within the A Phoenix, Arizona Based Corporation legal function, and supervising the team of contracts attorneys; planning the work of the unit, implementing the priorities, assigning work, hiring, supervising and evaluating unit staff to assure quality legal representation.
  • Works with general counsel and internal stakeholders on requests for equitable adjustment, contract disputes, claims, and government audits and investigations.
  • Lead or assist with the resolution of contract disputes with existing customers, subcontractors, and vendors.
  • Plan and provide training to internal clients on designated legal topics.
  • Provides leadership/ownership of Government Contract Law projects, coordinates support provided by the contract law unit, and builds a cohesive, supportive unit that works well with one another, develops objectives, and priorities.
  • Lead's the Office of General Counsel's public sector compliance-related responsibilities and related tasks, including compliance with FAR, DFARS, and VAAR, anti-corruption, data privacy, cyber security, supplier certification, rights in data, and other government contracting issues.
  • Manages and mentors staff, guides professional development, including coaching and direction to direct reports; manages direct report performance; establishes best-practices for the contract law area.
  • Reports to General Counsel regarding legal risks and issues related to government contracts law encountered by the team.
  • Identifies and analyzes legal issues (including conducting legal research, identifying new or emerging areas of risk, etc.), presents clear recommendations, and ensures legal compliance.
  • Ensures that Company employees and committee members are aware of and in compliance with changes in laws and regulations.
  • Reviews and develops documents and contracts as necessary as needs arise.
  • Drafts and reviews other miscellaneous legal documents and correspondence.
  • Researches current issues and developments related to government contracting.
  • Performs legal research and prepares memoranda on other legal issues as assigned.
  • Assists with the development and monitoring of internal regulatory compliance procedures.
  • Reviews responses to grievances, routine and priority correspondence, and internal and external communications documents.
  • Functions on and/or assigns coverage to A Phoenix, Arizona Based Corporation standing and ad hoc committees as a representative of the Legal department.
  • Assists with A Phoenix, Arizona Based Corporation training and implementation to ensure legal compliance with requirements.
  • Reviews and revises Company policies and procedures.
  • Advises A Phoenix, Arizona Based Corporation senior leadership of the legal ramifications of past and proposed company actions.
  • Performs other duties as assigned.
