Description:
Position Summary:The candidate will join the Legal Team and will interact with and provide legal advice to various groups across the Company, with a primary focus on supporting Targa's power business and assisting on regulatory matters (state and federal). This position will also partner with other attorneys across the Targa Team on various regulatory matters (such as pipeline regulatory matters) and will manage other projects within the Legal Team.
Job Functions And Key Responsibilities:
- Counsel business on compliance with PUCT, ERCOT, and related regulations and requirements.
- Assist with the negotiation and drafting of commercial agreements involving electricity.
- As needed, assist with FERC and state (e.g., Railroad Commission of Texas) compliance matters for gas and liquids pipelines.
- As needed, assist with advocacy on power and other regulatory matters.
- Represent company in administrative proceedings.
- Prepare and submit regulatory filings.
- Counsel business clients regarding the regulatory impacts of proposed projects and commercial agreements.
- Work as a team with business clients and other attorneys to anticipate and respond to regulatory changes in order to achieve business objectives.
- Other duties as assigned.
Minimum Essential Qualifications:
- Juris Doctorate, licensed to practice law in Texas (or can become immediately eligible to be admitted to the State Bar of Texas).
- 6 – 10 years of legal experience, with substantial law firm experience preferred.
- Strong academic background.
- Excellent verbal and written communication skills, legal analysis, drafting, and negotiation.
- Ability to work in a fast-paced, dynamic legal environment and respond quickly to commercial demands.
- Commercial, pragmatic, and flexible approach, and ability to quickly grasp complex commercial arrangements.
- Experience with providing, or willingness to provide, legal advice to senior level business leaders.
- Ability to develop and sustain relationships with clients at all levels.

Preferred Qualifications:
- Broad administrative law experience including knowledge of ERCOT, PUCT, and FERC regulations (including FERC regulations applicable to gas and liquids pipelines).
- Experience negotiating and drafting various power agreements potentially including power supply agreements, infrastructure development, private use networks and behind-the-meter electric supply arrangements, and utility interconnection and extension agreements.
- Experience with FERC and state (e.g., Railroad Commission of Texas) tariffs and FERC regulatory compliance matters for gas and liquids pipelines.
- Experience with providing regulatory advice in connection with mergers, acquisitions and divestitures, including due diligence activities.
