Summary:
The Office of the Chief Counsel (AGC) provides legal services to the A Government Entity Administrator and all agency organizations worldwide. Its primary functions are providing legal advice, reviewing agency action for legal sufficiency, and providing representational services. The Office of Chief Counsel is seeking a mission-driven, deliberate, and inclusive Attorney who can lead a high-performing team and is committed to fostering the development of leaders across the Agency.

Duties:
The Deputy Chief Counsel serves as a chief legal strategist and ensures the Office of the Chief Counsel provides timely legal advice and service on high-profile and inter-disciplinary agency and departmental initiatives. Additionally, the Deputy Chief Counsel for Business Operations provides executive leadership and direct oversight to the following practice areas: Employment and Labor Law; Information, Data and Technology Law; Acquisition and Fiscal Law; Airports and Environmental Law, and Ethics and Compliance. The incumbent also oversees Division Counsels for two A Government Entity Lines of Business, i.e., the Air Traffic Organization and the Office of Airports.

The Deputy Chief Counsel for Business Operations is key in the formulation and administration of a $65M budget and executes the duties and responsibilities of the position via a geographically dispersed attorney workforce of approximately 150 employees, including 4 Executives and approximately 49 senior-level employees drawn from a variety of legal disciplines and professions.

Principal Responsibilities:
  • Directs the planning, policy development, and execution of all legal aspects relating to employment and labor law, information, data, and technology law, acquisition and fiscal law, airports and environmental law, and ethics and compliance practice areas for the A Government Entity and the Office of the Chief Counsel. Directs and coordinates legal sufficiency review of programs and policies to ensure program activities are consistent with the priorities of the A Government Entity Administrator and Chief Counsel.
  • Oversees highly visible, often controversial, legal matters. Acts independently to correct deficiencies and develop and implement program improvements.
  • Interacts routinely with Executives at the A Government Entity, other Federal agencies, the private sector, and with members of Congress and their staffs to ensure the sufficiency and validity of legal analysis provided for the purpose of policy execution.
  • Defines, acquires, and allocates budget, staff, and other resources. Plans, coordinates, executes functions, assigns resources, and reallocates resources and workload as necessary to accomplish critical agency and office objectives.

Qualifications:
As a basic requirement for entry into the A Government Entity Executive System, you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.

Leadership Requirement: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long range vision, developed strategies, and applied innovative ideas and techniques.

Technical Requirement: Experience overseeing a legal organization that provides advice and counsel to senior executives.

Education:

This position has a positive education requirement: In order to qualify for this position, candidates must have at least a Juris Doctor from an American Bar Association accredited law school, be admitted to practice before the bar of any U.S jurisdiction and be an active member of that bar. You must provide a copy of your official (or unofficial) transcript and an official certificate demonstrating you are an active member in good standing of a state bar at the time of application and by the closing date of announcement to verify qualifications.
