About the Office:
THE OFFICE OF THE ASSIGNED COUNSEL PLAN: Pursuant to Article 18B of the County Law, the Assigned Counsel Plan (ACP) has been providing quality legal services to indigent persons since 1966. These services are funded by the City of New York through the Mayor's Office of Criminal Justice and provided with oversight of the 1st and 2nd Appellate Division Departments. The ACP provides compensation to private attorneys for representing indigent clients charged with criminal offenses. Attorneys are assigned matters by the Court and the Administrator's office when a conflict exists prohibiting the institutional providers from providing representation.

THE MAYOR'S OFFICE OF CRIMINAL JUSTICE: The Mayor's Office of Criminal Justice (MOCJ) advises the Mayor and First Deputy Mayor on criminal justice policy and is the Mayor's representative to the courts, district attorneys, defenders, and state criminal justice agencies, among others. The office designs, deploys, and evaluates citywide strategies to drive down crime, reduce unnecessary arrests and incarceration, and improve the system's fairness. MOCJ works with law enforcement and city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.

About the role:
The Supervisory Attorney for Operations will drive operational excellence, performance management, and other strategic activities for the ACP. Under the direction of the Assigned Counsel Plan Administrators and working in partnership with the 1st and 2nd Appellate Divisions of New York State and the Mayor's Office of Criminal Justice, the Director of Operations will develop and implement innovative solutions to improve ACP operations. The desired candidate will:
  • Work closely with the Plan Administrators to set and implement strategic goals, priorities, and policies.
  • Oversee the day-to-day operations of the ACP, including oversight of human resources, ensuring smooth and efficient functioning of staff and processes.
  • Oversee the ACP Case Tracking System.
  • Guide the development and review of policy proposals, providing insights and recommendations to senior leadership.
  • Develop record retention plan and oversee its implementation.
  • Work closely with senior leadership to achieve ACP's goals, and serve as a liaison between ACP, MOCJ, and the NYS Office of Indigent Legal Services (ILS).
  • Assess needs and oversee procurement for ACP's main, courthouse, and satellite offices.
  • Provide office management assistance.
  • Prepare and manage an annual ACP budget and coordinate with MOCJ to support budget analysis and maintenance.
  • Oversee facilities and technology for the ACP, ensuring efficient daily operations.
  • Attend citywide and statewide coalition meetings with community, government, professional associations, and related business entities.
  • Assist in the preparation of ACP compliance reports.
  • Represent ACP in meetings and court events when needed.
  • Foster a collaborative and inclusive workplace culture, promoting transparency, accountability, and continuous improvement.
  • Maintain cooperative and supportive relationships with relevant personnel in state and city agencies and with community-based stakeholders.

Executive Agency Counsel - 95005

Minimum Qualifications:
Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Preferred Skills:
Experience in negotiating and drafting governmental agency budgets. - Effective interpersonal and problem-solving skills. - Seven years of recent full-time relevant legal experience, as a criminal defense attorney or prosecutor, two years of which must have been in a supervising role. - Strong analytical and project management skills. - Knowledge of the NYS ILS standards for Assigned Counsel Plans and trial level representation. - Ability to prioritize tasks. - Flexibility and adaptability to manage multiple projects simultaneously. - Exceptional written and verbal communication skills. - Proven experience working collaboratively and effectively with other attorneys and stakeholders
