Cultivate Your Legal Writing Skills, Gain Proficiency Interpreting State and Federal Laws Applying to Real Estate Appraisal Practice While You Develop Your Litigation Experience as A Staff Attorney for The Texas Appraiser Licensing and Certification Board.

This Position Involves Rendering Legal Advice and Counsel, Conducting Hearings, and Preparing and Presenting Cases for Decision Before the State Office of Administrative Hearings (soah).

You'll Work with Staff Investigators Assessing Consumer Complaints that Allege Violations of Appraisal Practice. This Is the Perfect Job for Attorneys Interested in Real Estate Law and Helping Texas Consumers.

Attorney I: Performs Entry-Level to Routine (journey-Level) Legal Work. Works Under Moderate Supervision, with Limited Latitude for The Use of Initiative and Independent Judgment.

Attorney Ii: Performs Moderately Complex (journey-Level) Legal Work. Works Under General Supervision, with Moderate Latitude for The Use of Initiative and Independent Judgment.

Attorney Iii: Performs Highly Complex (senior-Level) Legal Work. Works Under Limited Supervision, with Considerable Latitude for The Use of Initiative and Independent Judgment.

No Outside Professional Practice Is Allowed by Any Agency Employee without Prior Approval.

Job Duties:
  • Represent the Agency in Hearings at The State Office of Administrative Hearings (soah), Including Drafting Legal Documents, Coordinating Witnesses, and Presenting Evidence
  • Manage a Diverse Caseload of Appraiser, Appraisal Management Company, and Appraiser Education Provider Complaints
  • Evaluate Applicant Background Checks and Criminal History
  • Evaluate Course and Education Provider Applications
  • Respond to Phone or Written Inquiries from Stakeholders
  • Perform Other Duties as Assigned

Qualifications:
Minimum Qualifications:
  • Graduation from An Accredited Law School with A J.D.
  • Licensed by The State Bar of Texas, in Good Standing
  • Attorney I: Experience in Law Practice, Either Private or Governmental
  • Attorney Ii: Minimum Two (2) Years' Experience in Law Practice, Either Private or Government
  • Attorney Iii: Minimum Three (3) Years of Experience in Law Practice, Either Private or Government

Preferred Qualifications:
  • Experience in Representing State Agencies Before the State Office of Administrative Hearings
  • Experience Working with And Interpreting Federal and State Laws and Regulations Pertaining to Commercial and Residential Real Estate.
  • Experience in Regulatory Compliance as It Relates to Real Estate.

  • Skill in Operating a Personal Computer, to Include Word, Excel, and Adobe
  • Knowledge of Legal Principles, Practices, and Proceedings; State and Federal Laws, Rules, and Regulations; and Agency Administrative Rules and Regulations.
  • Ability to Learn State, and Federal Laws and Regulations Relevant to Program Areas
  • Ability to Write Clear and Accurate Opinions, Briefs, Pleadings, Motions, Orders, Rules, Memoranda, Correspondence, Etc.
  • Skill in Legal Research, Writing, and Analysis; in The Use of A Computer and Applicable Software; in Using Reasoning and Logic; in Identifying and Solving Complex Problems; in Prioritizing Workloads; in Mediation and Negotiations; and In Using Judgment to Identify Courses of Action.
  • Ability to Plan and Organize Work, Work Under Strict Deadlines, to Conduct and Advise on Hearings, to Prepare Opinions and Briefs, to Prepare Cases for Hearing, to Interpret and Apply Laws, to Communicate Effectively, and To Supervise the Work of Others.

Environmental & Physical Conditions:
Normal Office Work Environment, Mostly Sedentary in Nature. Involves Speaking to Groups of People. May Involve Walking; Standing; Remaining Stationary for Long Periods of Time; Pulling and Pushing; Kneeling, Stooping, and Bending; and Safely Lifting and Carrying Items Weighing up To 30 Pounds. Work Involves Extensive Phone Usage and Repetitive Hand/wrist/finger Motions While Using the Computer.
