About the role:We are seeking an experienced Staff Attorney to provide general legal advisory and litigation support services to the Office of General Counsel (OGC) at a federal retirement agency in Washington, DC. This role covers a broad range of practice areas including federal ethics, federal procurement, employee benefits, federal sector employee relations, FOIA, and litigation support matters before bodies such as the EEOC, MSPB, and GAO.

Location: FRTIB Offices, 77 K Street, NE, Suite 1000, Washington, DC 20002 (on-site; telework requires COR approval)

Compensation: Based on experience. Rikka also offers medical, vision, dental benefits and 401K (with 4% employer match).
Schedule: Part-time/as-needed basis, Monday–Friday, during normal FRTIB business hours (8:00 AM–5:00 PM Eastern Time)
Term: Base year (December 2026–November 2027) plus four one-year option periods
Key Responsibilities:
General Legal Advice
- Perform relevant legal research and prepare formal memoranda regarding said research, as requested.
- Develop options and written recommendations as to how the Agency or OGC should respond to legal issues.
- Provide advice and expertise to OGC personnel regarding administrative, employment, privacy, intellectual property, employee benefits, and procurement law.
- Perform relevant legal research as requested.
- Develop options and written recommendations as to how OGC should proceed with respect to complaints and claims raised in litigation.
- Prepare and review relevant documents and pleadings.
- Assist OGC with negotiations.
- Provide advice and expertise regarding local trial practice.
- Conduct or assist OGC in conducting discovery, including deposing witnesses, defending depositions, and reviewing/analyzing document production and written discovery.
- Prepare and file, or assist OGC in preparing and filing, court documents.
- Prepare and present, or assist OGC in preparing and presenting, testimony at trial, including examination and cross-examination of witnesses.
- Recommend and retain outside expert witnesses as subcontractors, as needed.
- Attend court proceedings, conferences, pre-trial hearings, trial, and post-trial matters, with or without FRTIB representatives.
- Handle or assist OGC with handling subsequent appeals.
- Provide related services as instructed by OGC personnel.
- J.D. from an accredited U.S. law school and active bar admission in any state or the District of Columbia.
- Minimum two (2) years of experience in federal ethics, federal procurement, employee benefits, federal sector employee relations, and/or FOIA.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams) (SOW Section 10.2, page 56).

Work Authorization:
All candidates must have valid, legal authorization to work in the US. For three years (not necessarily consecutive years) out of the last five years immediately prior to employment with Rikka, the employee must have: (i) resided in the U.S.; (ii) worked for the U.S. in a foreign country as either an employee or contractor in a federal civilian or military capacity; or, (iii) been a dependent of a federal civilian or military employee or contractor working for the U.S. in a foreign country.
Federal Background Investigation
All positions require the successful completion of a federal background investigation and credentialing process prior to starting work. The government reserves the right to suspend or withdraw access at any time.
