The Agency for Persons with Disabilities works in partnership with local communities to support people with developmental disabilities in living, learning, and working in their communities. APD provides critical services and supports for customers with developmental disabilities to reach their full potential. The Agency serves people with spina bifida, autism, Down syndrome, children ages 3-5 at high risk of developmental disabilities, cerebral palsy, Prader-Willi syndrome, Phelan-McDermid syndrome, and intellectual disabilities. Specific Duties and Responsibilities:
Employees of the Agency for Persons with Disabilities are required to demonstrate total commitment to outstanding customer service. This includes, but is not limited to, always acting in a responsive, professional, courteous manner with the employees, customers, and public we serve at all times.

Duties and responsibilities include, but are not limited to, the following:
  • The incumbent in this position provides legal representation to the Agency for Persons with Disabilities (Agency) under the direction of the General Counsel.
  • Supports other Senior Attorneys in the Office of General Counsel in all aspects of litigation and administrative actions.
  • Represents the Agency in litigation in various forums to include state trial and appellate courts, federal trial and appellate courts, and state and federal administrative forums.
  • Performs a variety of legal services.
  • Provides legal advice and guidance on Agency issues.
  • Responds to oral and written requests from Agency personnel as directed by the General Counsel.
  • Legal advice and guidance require careful research, exploration of the underlying facts, and discussions with appropriate staff.
  • Conducts legal research, interprets statutes, reviews regulations, rules and operating procedures as necessary in carrying out duties and responsibilities.
  • Works with Agency personnel in developing legislation, reviewing proposed legislation, (bill analyses), implementing new legislation, and reviewing existing statutes for proposing any needed legislation.
  • Drafts and reviews proposed rules for both substantive and technical legality.
  • Participate in rule development, rule workshops, and rule hearings.
  • Responsible for moving proposed rules through the statutory rulemaking process.
  • Drafts and reviews contracts for the agency to ensure legal sufficiency and advantageous business relationships for the agency.
  • Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:
Ability to:
  • Ability to prepare correspondence and administrative report.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures.

Knowledge of:
  • Knowledge of the principles and techniques of effective verbal and written communication.
  • Knowledge of the methods of data collections.

Position Requirements:
  • Valid Driver's License or other reliable transportation.
  • Ability to travel for work purposes.
