This job opening is open only to City of New York retirees who qualify for re-hire under the Silver Stars Program. The Silver Stars Program is an opportunity for retired New York City municipal employees to work part-time at a City agency to help fill their needs and continue contributing to the well-being of their communities. Silver Star employees continue to collect their pensions.

Eligibility:
  • Fully retired from City employment.
  • Receiving a pension from a City retirement system.
  • Have no remaining sick or vacation balance.
  • New York City resident (unless the job posting specifies otherwise).

The Financial Information Services Agency and the Office of Payroll Administration (FISA-OPA) has a vacancy for a Silver Star Attorney to work under the supervision of the General Counsel and Deputy General Counsel, with latitude for independent initiative and judgment. The attorney will engage in difficult and complex legal matters having significant financial, procedural and administrative implications for FISA-OPA and the City's operations.

In the temporary absence of full-time support, the selected candidate will be expected to provide legal advice to front-line and senior agency staff, act as a liaison to other agencies, including the Law Department, handle responses to inquiries from City agencies or the public, as well as research and draft legal opinions and policy statements.

The selected candidate will serve as interim support to ensure continuity of operations and to ensure the agency does not fall behind on critical deadlines and responsibilities. The selected individual will be responsible for responding to records requests and subpoenas primarily related to payroll data, will review documents submitted as part of the deceased beneficiary process, which includes ensuring compliance with applicable laws such as the Surrogates Court Procedure Act Section 1310.

Minimum Qualifications:
  • Admission to the New York State Bar; and either "2" or "3" below.
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Interne (30086).
