The Information Technology Bureau (ITB) provides all members of The Department of the Government of New York City with the most advanced technology available in order to enhance operational performance and promote personal safety. The use of technology in law enforcement contributes to officer effectiveness and efficiency and is to the benefit of all citizens of the City of New York. ITB is comprised of six divisions: Administrative Division, Fiscal Affairs Division, Strategic Technology Division, Information Technology Services Division, Life-Safety Systems Division and the Communications Division. The Executive Agency Counsel is responsible for complex and sensitive legal and policy matters impacting ITB.

The specific duties of the Agency Attorney will include:
  • Assist in all legal matters of ITB at the direction of the Executive Agency Counsel.
  • Perform complex legal research on issues involving information technology, privacy, procurement, and applicable laws.
  • Assist in the negotiation and drafting of legal documents including contracts, software licenses, cloud agreements, and memorandums of understanding.
  • Attend meetings involving the operational activities of ITB to provide legal insight.
  • Collaborate with other bureaus on litigation, FOIL requests, and other legal matters involving the Department.
  • Support and assist in the organizational efforts of ITB legal activities, requests, and documents.
  • Support efforts in evaluating artificial intelligence (AI) technologies and the vendors providing them, research legal issues surrounding use of AI in law enforcement, and assist in drafting AI-related legal documents.

Minimum Qualifications:
  • Admission to the New York State Bar; and either "2" or "3" below.
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
