Job Description and Duties:
A Government Entity seeks to fill a Permanent, Full-Time Attorney III position in the Legal Office.

Under the general direction and day-to-day supervision from A Government Entity's Chief Counsel, the Senior Staff Counsel demonstrates expertise in the performance of difficult, complex, sensitive, and specialized legal work in all areas of responsibility of A Government Entity, with a particular focus on providing counsel and advice to SGC leadership, Councilmembers, staff, and key stakeholders. The Staff Counsel is responsible for providing research and analytical legal services needed to advise A Government Entity and SGC leadership and coordinates the legal work for SGC, including developing and negotiating agreements with agency partners, grantees, and contractors, providing Council meeting support and organizational legal guidance, and engaging on litigation as needed and in coordination with the Attorney General and A Government Entity Chief Counsel. The incumbent shall perform these duties with minimal supervision.

The incumbent must have a strong understanding of government contracting and procurement, public meeting rules and procedures, conflict of interest and ethics laws, and the Public Records Act. The incumbent must have a commitment to serving California's diverse communities and creating a work environment that celebrates diverse backgrounds, cultures, and personal experiences. The incumbent must have an ability to travel up to 5% of the time and occasionally work on evenings, weekends, and holidays.

Working Conditions:
The positions at A Government Entity may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the A Government Entity Telework Policy and/or future program need.

All A Government Entity employees must reside in California upon appointment.
  • A Government Entity is located in Sacramento, directly across from the State Capitol.
  • Requires being in a stationary position, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.).
  • Daily use of personal computer, office equipment, and/or telephone.
  • Occasional extended hours outside of normal working business hours may be required.
  • Reasonably expected to lift, carry, push, pull, or otherwise move objects weighing up to 25 lbs.
  • Occasional/overnight travel up to 5% may be required.

Special Requirements:
The position(s) require(s) a(n) California State Bar active membership License. You will be required to provide a copy of your license prior to being hired.

  • Broad legal understanding of public contracting, public agency laws including the Bagley-Keene Open Meeting Act, Public Records Act, and Political Reform Act, conflict of interest and ethics, and California land use, zoning, and general plan laws, including the California Environmental Quality Act.
