Job Description:
The Sr. Principal, Global Trade Compliance Counsel will advise internal clients on global trade regulations, including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Customs and Border Protection (CBP) regulations, and Office of Foreign Assets Control (OFAC) regulations. As an attorney in L3Harris' Global Trade Compliance organization, this position will play a critical role in coordinating closely with cross-functional leadership to advance the company's compliance objectives.
This position reports to L3Harris' Senior Director and Managing Counsel, Trade Compliance.
Essential Functions:
- Provide advice and counsel to internal stakeholders on export controls and sanctions matters, including analysis of the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Customs and Border Protection (CBP) regulations, and Office of Foreign Assets Control (OFAC) regulations.
- Lead investigations of reportable compliance incidents and related correspondence and voluntary self-disclosures for submission to applicable regulators.
- Support development and implementation of enhanced compliance policies, procedures, and controls in accordance with regulatory requirements, industry best practices, and Consent Agreement requirements.
- Manage global trade considerations with regard to strategic mergers, acquisitions, and divestitures, including supporting negotiations, completing transactional due diligence, and overseeing pre- and post-closing compliance activities.
- Support proactive business compliance risk assessment activities, including internal audits, self-assessments, and site-specific compliance assistance visits.
- Coordinate directly with Legal and Functional leadership to report on key compliance considerations and manage cross-functional teams to implement enhanced compliance solutions.
- Perform other duties and responsibilities as required.
- Ability to travel as needed (10-20% of time).
Qualifications:
- Bachelor's Degree with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
- J.D. degree from accredited U.S. law school
- Admission to a U.S. jurisdiction bar and member in good standing.
- Minimum of 7 years of experience working as a global trade attorney with ITAR, EAR, and/or OFAC experience.
- Preferred Additional Skills:
- Experience working as in-house counsel.
- Experience working under a Consent Agreement.
- Exceptional oral, written, and interpersonal communication skills.
- Commitment to compliance.
- Adaptable self-starter willing to work in a dynamic organization.
- Ability to obtain security clearance.
