Description:
The NYCHA Law Department's Legal Counsel Division provides legal advice to the agency in legislative, regulatory, privacy, and compliance matters and other initiatives. The unit assists the agency in formulating and implementing policies and procedures and provides support to internal business partners by researching a host of legal issues affecting their operations.The responsibilities of the attorney include, but are not limited to, the following:
- Analyzing proposed and existing federal, state, and local laws, regulations, and rules.
- Collaborating with other NYCHA departments in the preparation of policies, procedures, and notices affecting the Authority's operations.
- Coordinate with Authority partners to implement the transition of certain public housing developments to the Section 8 program; legal focus includes relocations, Rental Assistance Demonstration Program, and other pertinent laws and regulations.
- Providing legal advice in connection with implementation of pilot programs and other initiatives.
- Legal research and writing.
- Performing other related duties.
Minimum Qualifications:
Admission to the New York State bar and one year of satisfactory legal experience subsequent to admission to any bar.
Compensation and assignment level are based on experience.
To be assigned as Agency Attorney Level II, candidate must have two years of full-time, satisfactory legal experience subsequent to admission to any bar.
To be assigned to Agency Attorney Level III, candidate must have three years of full-time, satisfactory legal experience subsequent to admission to any bar.
Preferred Skills:
- Ability to work independently and in a team setting to produce high-quality, timely legal work.
- Excellent research and writing skills.
- Ability to work quickly and efficiently under pressure.
- Experience with housing laws and regulations, affordable housing, real estate, and administrative law, or legislative and rulemaking processes.
- Experience in laws and regulations governing the Section 8 program.
