Job Description:
Responsibilities:
  • Lead and develop the Global Privacy Legal team, which is comprised of legal professionals across multiple jurisdictions – San Jose, New York, Italy, Luxembourg, and China.
  • Coordinate and supervise a wide variety of legal activities related to all aspects of PayPal's privacy program globally, which include contract negotiation, product development, marketing and MarTech initiatives, evaluation of data processing activities, data incident management, and due diligence for business development activities.
  • Collaborate with Legal Privacy teammates and Compliance colleagues, the Global Privacy Office, and PayPal's Chief Privacy Officer (CPO) to develop, enhance and implement the PayPal Global Privacy Program in markets where PayPal operates.
  • Serve as a key subject matter expert and advisor to PayPal lawyers and business units on data privacy issues.
  • Train legal colleagues to help them advise their clients on data privacy issues, as well as develop and maintain guidelines, playbooks, templated terms, and other resources.
  • Help design products, services, and technologies for compliance with local privacy laws and regulations.
  • Advise on new and emerging legal and regulatory developments impacting data privacy, including identifying trends and potential impacts on business activities.
  • Understand and advise on the privacy requirements applicable to complex personal data flows across the data lifecycle.
  • Collaborate and coordinate with government relations colleagues to proactively monitor and review privacy and data-protection related legislation to help ensure accurate and up-to-date inventories of all legal obligations.

Skills & Experience:
  • Candidates for this position should be able to demonstrate experience and competence with the following.
  • Deep, demonstrable privacy, data protection, and program management skills and expertise, with an emphasis on data security and/or financial privacy laws. Specific experience with privacy laws, including GLBA, CCPA, GDPR, CAN-SPAM, and other applicable laws is required.
  • In-depth knowledge of cutting-edge IT, web, mobile, and payment ecosystem technologies (especially those used in the collection, storage, and analysis of data) and their privacy and data security implications.
  • Familiarity with, and strong interest in, financial services technology, mobile and alternative payments, as well as emerging technology.
  • Ability to thrive in a fast-paced environment and to tolerate change and ambiguity.
  • Global thinker and demonstrated collaborator, who displays risk-based and pragmatic legal and business judgment in providing practical advice to clients on privacy and data protection issues.
  • Ability to translate legal advice into actionable policies, processes and programs that enable business objectives.
  • Facility with a team-based approach to subject matter management and knowledge sharing, and comfort with a flexible, agile environment that emphasizes collaboration and team performance over management hierarchy.
  • Demonstrated ability to effectively coach and mentor others and work with a sense of humor and resiliency, especially under tight deadlines and while managing multiple priorities.

Qualifications:
In addition to the above Skills & Experience, candidates should possess the following qualifications.
  • 12 or more years of experience practicing either in-house (or in an equivalent setting) and/or at a reputable law firm.
  • Juris Doctorate or equivalent degree. Admitted to a state bar.
  • Exceptional writing skills, with attention to detail and ability to generate creative, original drafting and documents.
  • Excellent communication and presentation skills; ability to communicate and help non-experts understand applicable regulations and requirements.
  • Experience advising clients in the financial services, mobile payments, internet, and technology industries preferred.
  • Relevant technical certifications, such as a Certified Information Privacy Professional (CIPP) or other relevant certifications preferred.
