The State of New Hampshire, Office of Professional Licensure and Certification, General Counsel Division has a full-time vacancy for 23-1010 Lawyers-4.

Summary:
To administer and coordinate all legal and legislative objectives and actions for the New Hampshire Office of Professional Licensure and Certification (OPLC).

Your Experience Counts: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Minimum Qualifications:
Education/Experience: Equivalent combination of 12.5 years of education and experience after completion of high school. Education and experience must include law, litigation, legal proceedings or related field.

License/Certification: Valid driver's license

Other Requirements: Must be an active member of the New Hampshire Bar Association and in Good Standing.

Trainee Option: Candidates with an equivalent combination of 11.5+ years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status' for this position.

Preferred Qualifications: Juris Doctorate from an American Bar Association recognized law school.

Responsibilities:
Administers and Coordinates All Legal Activities Impacting the New Hampshire Office of Professional Licensure and Certification (oplc) and The Boards, Councils, and Commissions Within Oplc, Including the Provision of Legal Advice, the Coordination of Adjudicatory Hearings, and Rulemaking. Works with The New Hampshire Department of Justice on Legal Matters as Needed.

Drafts, Coordinates, and Monitors Legislation Impacting the New Hampshire Office of Professional Licensure and Certification (oplc) or The Boards, Councils, and Commissions Within Oplc. Seeks Sponsorship of Legislation. Provides Regular Reports to Oplc's Leadership Team Regarding the Status of Legislation. Fields Inquiries from Stakeholders and Members of The General Court Regarding Oplc's Position on Proposed Legislation. Attends Legislative Hearings and Testifies Before the General Court as Representative of Oplc.

Coordinates Administrative Rulemaking Process. Supervises Attorneys and Staff to Assist Oplc and Boards, Councils, and Commissions in Promulgating Rules. Monitors the Progress of Rulemaking for Oplc and The Boards, Councils, and Commissions Within Oplc to Ensure Rulemaking Is Conducted in A Timely Fashion in Accordance with Deadlines. Tracks Rulemaking Activities and The Expiration of Agency and Board Rules.

Advises Oplc Regarding Personnel Matters to Ensure Compliance with State and Federal Law, as Well as The Applicable Collective Bargaining Agreement. Represent Oplc at Hearings Before the Personnel Appeals Board.

Manages Responses to Right-To-Know Requests. Oversees Agency Action in Lawsuits and Legal Proceedings, Including Criminal Matters and Appeals. Conducts Legal Programs and Initiatives to Ensure Efficiency and Consistency in Application of Agency Objectives and Recommends Corrective Action.

Supervises and Coordinates Legal Staff Activities and Schedules, Including Disciplining Employees, Solving Personnel Problems, Developing Work Methods and Writing Evaluations. Oversee Staff Training in Compliance with State and Federal Law.

Serves as An Advisor to The Oplc Senior Management Team by Effectively Communicating Legal Advice. Serves as Hearings Officer at Agency Administrative Hearings as Required by The Executive Director. Prepares Legal Hearings Orders and Decisions. Reviews Documents, Contracts, and Relevant Issues on Behalf of Oplc.

Recommends Policies and Procedures to Implement Statutory and Regulatory Requirements. Oversees the Development of Policies and Procedures. Represents Oplc at State and Out of State Conferences and Seminars and Prepares and Presents Legal Training and Presentations as Required.
