Summary:
Reporting to the Deputy General Counsel (Compliance), the Counsel will be a member of A Chemical Manufacturing Company's Legal department and will work with the Senior Counsel - HSE and Product Stewardship to support A Chemical Manufacturing Company's HSE and Product Stewardship organization. The ideal candidate is team-oriented, self-sufficient, innovative, strategic, and resourceful. The Counsel - HSE and Product Stewardship will provide legal counsel to the full panoply of environmental and regulatory issues relevant to A Chemical Manufacturing Company's strategic business units (Housing & Infrastructure Products and Performance and Essential Materials) and in the multiple countries in which the company operates. The Counsel provides guidance to leadership on applicable environmental laws including Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act and the Comprehensive Environmental Response Compensation and Liability Act; stays abreast of legislative, regulatory and judicial developments ensuring the company remains compliant; and works with HSE corporate and business unit stakeholders to proactively identify and mitigate potential liability.

Duties and Responsibilities:
May include, but are not limited to, the following:

Support and provide legal advice to HSE professionals and business unit stakeholders on health, safety, and environmental law issues, product stewardship, chemical regulatory issues (including chemical registrations), and existing or emerging international chemical compliance requirements and chemical compliance management systems
Support groups on environmental remediation obligations, reviewing audits, and developing and revising policies and procedures
Support HSE due diligence activities and advise on contractual provisions or disclosure language in merger and acquisition activities
Assist in responding to administrative charges/complaints/investigations before federal and state agencies and represent the company in administrative hearings
Manage and oversee outside counsel on HSE-related litigation or arbitration proceedings or enforcement actions
Conduct legal research on health, safety, and environmental issues as needed
Stay up to date on changes to health, safety, and environmental laws and regulations

Education, Experience and Qualifications

Juris Doctorate Degree and Licensed, as A Member in Good Standing, to Practice Law in Texas, or Otherwise Eligible to Practice as An In-House Corporate Attorney
Strong academic credentials from a top-rated accredited law school
Minimum of 10 years of experience, preferably with major law firm and/or in-house corporate experience in the chemical, refining, manufacturing, or building products sectors.
Strong business acumen with an ability to balance legal and business requirements
Strong writing and verbal skills
Ability to read and interpret complex regulations

The noise level in the work environment is usually moderate as normally based in an office. May also result in usage of stairs and elevators. 10% travel including air travel or auto travel may occasionally be required.
