Job Summary:
The Counsel, Franchising/Regulatory Policy is responsible for legal/regulatory policy support on local and state facilities and service authorizations. The portfolio includes management of all rights of way authorizations (whether held at the local or state level), including cable franchises covering more than 1300 communities, telecom/broadband authorizations, and local permitting requirements across the Company's footprint. The position will report to the Senior Vice President, Government Affairs & Policy.

The position will be based either at corporate headquarters in Long Island City, NY, or in Plano, TX offices, with substantial time in the corporate headquarters required.

Responsibilities:
Counsel will manage and provide legal/regulatory support to secure and maintain on favorable terms the authorizations needed from local and state franchising authorities for An American Cable Television Provider Company to deploy plant and equipment and offer a broad range of services over that equipment. This role will manage franchise fee audits and other compliance matters related to cable franchises and other authorizations from state and local governments. The Counsel will assist in advising on business projects and opportunities that intersect with franchisors and other state/local government agencies, and handle other matters as directed. The role will also be required to support/assist An American Cable Television Provider Company's federal and state government affairs staff on franchising/policy issues, including potential federal legislative/regulatory changes to the franchising regime, implications of the evolution of video product offerings, and facilities authorizations other than those connected to cable service offerings.

Qualifications:
  • Juris Doctor and admission to at least one state bar
  • At least 5-8 years' experience in law firms, government or corporate positions, with knowledge of telecommunications business laws and regulation and state/municipal regulatory processes preferred
  • Excellent written and verbal communication skills, with the ability to present effectively to a wide range of audiences
  • Quick learner, with the ability to manage multiple projects simultaneously, for several internal clients
  • Ability to work independently, with precise attention to detail, including management of franchise expirations, and filings and related actions to timely preserve the Company's authorizations to occupy the public rights of way and offer services over plant and equipment
  • Highly collaborative, including ability to work effectively with colleagues that are not in a direct reporting relationship
  • Flexibility and creativity in problem solving, particularly in negotiations with government officials and agencies
  • Working knowledge of state regulatory, legislative and municipal processes
