Duties Summary:
The Public Utilities Commission (''Commission'') regulates all chartered, franchised, certificated, and registered public service companies operating in the State of Hawaii ("State") that provide electricity, telecommunication, gas, private water and sewage, motor and water carrier transportation services and other entities as required by law (''regulated entities"). The Commission has statutory authority to enforce applicable state statutes, to establish and enforce administrative rules and regulations, and to set policies and standards.
The Office of Commission Counsel ("Office") is primarily responsible for providing in-house legal counsel to the Commission and its staff on all legal and, as necessary, other matters; furnishing legal services and advice in all matters involving the Commission's functions and activities under governing statutes and rules applicable to the Commission; managing the drafting and issuance of Commission orders and Decision and Orders; drafting Commission orders and Decisions and Orders as necessary or desired by the Commissioners; representing the Commission in various matters before reviewing courts, the State legislature, and other State and Federal agencies; assisting in the formulation of rules and regulations and of legislative matters pertaining to the Commission; and providing any other legal or other services required by the Commission.
This position reports to the Commission Chair and is responsible for the oversight, management, and work output of the Office of Commission Counsel ("Office").
Minimum Qualification Requirements:
Education:
Law degree from an accredited law school.
Experience:
Experience commensurate with the skills and abilities described above and in Job Specifications.
Knowledge:
This position requires comprehensive knowledge of the principles, practices and procedures of the Commission, its general orders, rules, tariffs and decisions and orders; applicable Hawaii Revised Statutes; the legislative process; public utility regulatory principles; public utility regulatory law; and comprehensive research and analytical techniques.
Skills/Abilities:
Demonstrated ability to conduct legal review and analysis in conformance with the legal requirements of the Commission and based thereupon, to advise the Commission and/or reduce to writing such analysis and resulting recommendations in a logical, comprehensible, and timely manner; conduct research on complex, technical, and diverse subjects; complete assignments and projects within specified timetables; learn, apply, and explain in an easyto-understand manner the Commission's general orders, rules, tariffs, decision and orders, operations, policies, and activities; make sound policy recommendations; maintain confidentiality in the use of confidential information; and to maintain regular attendance.
Legal Authorization to Work Requirement:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, national, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

This position is exempt from the civil service with a not to exceed date therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
