The CalPERS Legal Office is currently seeking an Attorney V in the Health, Contract Operations & Information Security Advice unit. The Legal Office represents CalPERS in litigation and provides formal and informal legal advice regarding all legal issues at CalPERS, including the areas of benefit and membership entitlement, health care, fiduciary matters, ethics, contracts, information technology, information security, data privacy, public records, operations, open meetings and investment-related matters.

Telework Information: This position is eligible for a hybrid work schedule, with up to two days of remote work and three days or more onsite, per week.

Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 4.62 percent reduction in pay in exchange for 8 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 4.62 percent reduction in pay.

Describe your experience (including the number of years) researching, analyzing, and providing oral and written legal advice to CalPERS' or another state agency's executive and senior management on the most complex, difficult and sensitive health and long-term care benefit-related matters including, but not limited to:
the health and long-term care benefit programs administered by CalPERS under the Public Employees' Medical and Hospital Care Act (PEMHCA) and Long-Term Care Act; and

the impact of state and federal legislation and regulations on the benefits administered by CalPERS (include experience assisting with the preparation of bill analyses and recommending amendments).

Describe your experience (including the number of years) researching, analyzing, and advising CalPERS' or another state agency's executive and senior management on highly complex matters involving the establishment and maintenance of contracts with Health Maintenance Organization plans, self-funded Preferred Provider Organization administrators, pharmacy benefit managers, and long-term care programs.

Describe your experience (including the number of years):
drafting and negotiating health and long-term care related contractual agreements;

engaging in litigation strategy and oversight, problem definition, and conflict resolution in health and long-term care related litigation;

dealing with the CalPERS Board of Administration (or similar Board), State Legislature, Governor's Office, Department of Finance and other state agencies, federal agencies and regulators, health plans, and stakeholders on health and long-term care related matters.
