General Job Information
Job Summary:
A State Government Office is responsible for regulating business activity in the District of Columbia. To protect consumers, DLCP issues business and professional licenses, registers corporations, inspects weighing and measuring devices, and issues special events permits.

The Office of the General Counsel (OGC) is the legal team for DLCP. OGC provides representation and legal advice on a wide range of issues, including professional and business licensing and the Consumer Protection Procedures Act (CPPA). OGC also represents DLCP before the Office of Administrative Hearings in appeals of civil infractions and other enforcement actions; and litigates employment matters before the D.C. Office of Human Rights, the D.C. Office of Employee Appeals, and the U.S. Equal Employment Opportunity Commission. DLCP seeks an experienced professional with litigation and employment law experience to serve as an Attorney Advisor in its OGC. The incumbent will litigate before the Office of Administrative Hearings, litigate the agency's employment cases, and will provide legal advice on a wide variety of regulatory, compliance, enforcement, employment, labor, and ethics matters.

Duties and Responsibilities:
Attorney Advisor Grade 14
This position is responsible for providing sound legal advice to senior management and division heads, including employment and labor law guidance; drafting memoranda, letters, policies, recommendations, and other documents; conducting legal review of various documents; representing the agency before the Office of Administrative Hearings, the D.C. Office of Human Rights, the D.C. Office of Employee Appeals, and the U.S. Equal Employment Opportunity Commission and handling all case responsibilities, including preparing evidence, briefs, motions, and other documents, conducting witness examinations, and making oral arguments; reviewing and preparing enforcement notices and orders; providing guidance to management on labor and employment matters; and providing all manner of legal guidance to the DLCP as needed. The incumbent will serve as a senior attorney in DLCP's OGC and will handle the more complex and difficult matters.

Attorney Advisor Grade 13

Qualifications and Education:
Attorney Advisor Grade 14
  • Applicants must have a LLB or Juris Doctor (J.D.) degree from an American Bar Association (ABA) accredited law school.
  • Applicants must have at least three (3) years of post J.D. professional legal experience.

License and Certification:
The incumbent must be a current member of the District of Columbia Bar in good standing or must be admitted in another United States jurisdiction, be eligible to waive in, and be admitted into the D.C. Bar within 365 days of their appointment.
