Role Description Summary
An In-House Firm is hiring an (Associate) Regulatory Counsel to support our Regulatory Affairs & Government team in the Legal Department. The incumbent will support, develop and implement strategies to timely secure regulatory authorizations, including market access and other licenses, for the company's geostationary and medium-earth-orbit satellites, and earth stations, as needed, for testing and/or commercial operations in the United States and other countries.

You will also support, conduct and implement effective policy advocacy and defence via strategic, substantive and timely interventions (directly as An In-House Firm or via trade associations) that support key business and policy ob-jectives, in national and international law, policy and regulatory proceedings and meetings. Finally you will support other regulatory, policy and advocacy initiatives as may be assigned including those associated with transactions, mergers and acquisitions, and key customers as well as sanctions, privacy, antitrust, export control, cybersecurity, and more.

You will be responsible for (this is not an exhaustive list):
  • Support, develop, and implement strategies for An In-House Firm's satellite and telecommunications policy advo-cacy through oral and written advocacy in the United States and other countries on behalf of An In-House Firm or in cooperation with industry associations
  • Support commercial teams on compliance with regulatory requirements for proposed service agree-ments and with international and individual country regulatory and licensing requirements
  • Support U.S. Universal Service Fund ("USF”) and similar international compliance, including training and advice to commercial sales and product teams on regulatory compliance with such obligations
  • Research and prepare legal memoranda and summaries for company consideration on licensing, market access and other regulatory compliance matters and make recommendations based on company objective
  • Support key customer regulatory applications, as required
  • Maintain up-to-date detailed knowledge of telecoms and satellite laws and regulations applicable to An In-House Firm's operations:
    • Identify, monitor and report internally on political and telecom legal and regulatory changes and proposals that could impact satellite products, services, licensing, market access and other compliance;
    • Prepare and implement strategies for advocacy on such matters in the U.S. or international proceedings, and represent the company before relevant regional and international organi-zations; and
    • Identify areas of potential or actual non-compliance and recommend corrective steps
  • Develop and maintain positive working relationships with key government officials in national regula-tory bodies and facilitate regulators' understanding of the companies' satellite systems, services, and business needs
  • Support periodic antitrust reviews and analysis and work to ensure broad company compliance through updated training materials
  • Support regulatory, policy and advocacy initiatives associated with major commercial transactions, mergers and acquisitions and key customers including due diligence, data gathering, document re-view, and more
  • Support a variety of regulatory and policy matters concerning space sustainability, cybersecurity, pri-vacy, sanctions, and export compliance
  • Support responses to law enforcement subpoenas and similar data requests form enforcement agencies
  • Support corporate structuring and Code of Conduct compliance team as may be required

Your Profile
Must Have:
  • Juris Doctor, Bachelor of Laws, or equivalent legal degree
  • 0 - 3 years of experience in the satellite or telecommunications sector
  • Expertise in or familiarity with international legal and regulatory matters, ideally including but not limited to licensing, market access, sanctions, cybersecurity, privacy, or antitrust
  • The following are an asset:
    • Drafting, negotiation, research, and advocacy skills
    • Capability in representing the company at negotiations and discussions with regulators, custom-ers and other stakeholders
    • Multiple language skills, the incumbent must be fluent in English (written and spoken)
    • Regulatory and policy advocacy experience
    • Understanding of the market and regulatory environments
    • Commercial legal skills
