Position Summary Information
General Summary:
The Associate General Counsel I serves as attorney for the WSSC Water's General Counsel's Office (GCO) and is responsible for performing civil and administrative law litigation and non-litigation assignments. Assists other attorneys in the General Counsel's Office.

Essential Functions:
  • Serves as an attorney in civil litigation and administrative matters involving condemnation, environmental, employment, contracts, legislation, public contracting and other work
  • Researches and reviews varied legal issues, documents, agreements, statements
  • Analyzes legal issues and provides written or oral opinions to clients
  • Conducts investigations and interviews witnesses in various matters including litigated matters as well as internal investigations
  • Provides advice and counsel to WSSC Water clients as assigned
  • Drafts and reviews legal sufficiency agreements, leases, sale/purchase contracts, etc., in which WSSC Water is a party

Other Functions:
  • Assists other GCO attorneys, as needed
  • Performs related duties as required

Required Knowledge, Skills, and Abilities:
  • Comprehensive knowledge of the principles of civil procedure, Maryland and Federal rules of evidence, laws and ordinances; as well as, administrative law practices and pleadings
  • Knowledge and experience in employment law, personal injury law, public contracting (including small, local and, minority business preferences), and civil litigation
  • Experience in drafting legislation and regulations
  • Ability to perform complex legal research using Lexis/Nexis or Westlaw
  • Ability to communicate at a high level both verbally and in writing, and to perform in a professional and ethical manner at all times
  • Ability to deal tactfully and effectively with governmental officials, WSSC Water staff, other lawyers and members of the public
  • Demonstrated knowledge of MD Lawyers' Rules of Professional Conduct and ability to hold sensitive matters in the strictest confidence
  • Ability to use Microsoft Office applications such as Word, Outlook, Excel, and Teams

Minimum Education, Experience Requirements
  • Law school graduate
  • 3+ years legal experience in civil practice

Additional Requirements:
  • Current member of the Maryland Bar or the ability to be admitted within 6 months of hire
  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
