KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State's Medicaid program, KanCare). Compensation:
  • Annual Pay Range: $95,000 - $98,000
  • Salary can vary depending upon education, experience, or qualifications.

Position Summary & Responsibilities:
Position Summary: The Associate Chief Counsel, Medicaid position K0221566 provides legal services as an attorney in areas of Medicaid, KanCare, contract law, HIPPA compliance, similar issues for the Division of Health Care Finance.

Duties may include, but not limited to, case negotiations, representation of the agency in administrative and judicial hearings, including appellate courts. Works with considerable independence in performing all legal work related to assignments in an agency having legal issues of moderate to high complexity.

Reviews, edits, drafts Medicaid regulations. Provides legal advice to Division of Health Care Finance. Duties may also include representation of the Division before legislative committees. Supervises a team of two (2).

Qualifications:
Education:
  • High School, GED
  • Bachelors Degree
  • Juris Doctor from a United States accredited law school.

Licensing & Certification:

  • Certificate of admission to the Bar of the Supreme Court of Kansas or temporary permit to practice law issued by the Supreme Court of Kansas at the time of hire.
  • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

Minimum Qualifications:
  • Active member of the Kansas Bar in good standing or with the ability to receive a law license in Kansas upon application or motion.
  • Ability to analyze, appraise and organize facts, evidence, and precedents concerning cases and to present such materials in clear and logical form for oral or written presentation, such as briefs, opinions, orders or decisions.
  • Ability to analyze legal documents and instruments. Some environmental law experience.
  • Evidence of excellent oral and written communications abilities.
  • Word, Excel, PowerPoint, Access
  • Proofreading, editing, attention to detail

Preferred Qualifications:
  • 3 years of progressive legal experience in professional.
  • 1 year of experience practicing law as a licensed attorney.
  • Supervision experience of junior attorneys and staff.
  • Experience with drafting, promulgating, and defending administrative regulations and policies.

  • Licensed to practice law in the State of Kansas
