Main Purpose:
The primary purpose of the Assistant Investigative Counsel's position is to assist Investigative Counsel with the investigation of complaints alleging misconduct by and/or the disability of Maryland judges.

Essential Duties and Responsibilities:
  • Investigate complaints alleging misconduct by and/or disability of Maryland judges; prepare written reports and recommendations regarding each investigation.
  • Assist in the preparation and filing of charges as directed by the Commission; assist in the preparation, filing and arguing of all legal memoranda, pleadings and other documentation related to said charges; assist in all necessary trial preparation; assist in the prosecution of charges before the Commission.
  • Attend and participate in monthly and other scheduled meetings of the Judicial Inquiry Board and Commission; prepare agenda for Judicial Inquiry Board meetings.
  • Assist in monitoring compliance by judges subject to Conditional Diversion Agreements and/or other disciplinary arrangements between judges and the Commission.
  • Perform all other duties as assigned by Investigative Counsel.

Minimum Qualifications:
  • Education: Juris Doctorate
  • Experience: Four (4) years as a practicing attorney, including at least 2 years of litigation experience.
  • Licenses: Member in good standing of the Maryland Bar.
  • Travel: As needed to conduct investigations, interview witnesses, appear in court, attend trainings, participate in Board and Commission proceedings, and other related tasks.

Knowledge, Skills, and Abilities:
Knowledge of:
Extensive knowledge of Maryland laws and procedures, particularly those related to judicial conduct and discipline, and the judicial process in general.

Notable litigation experience, including investigation, witness preparation, discovery, motions practice, and prosecution of cases

Skill in:
Strong investigative, oral and written communication skills.

Exceptional interpersonal skills, including the ability to tactfully and respectfully handle sensitive and confidential information and communicate effectively with members of the judiciary, attorneys, courthouse staff, and the general public.

Ability to:
Ability to make independent decisions and exercise discretion and sound judgment.

Ability to manage a significant caseload with minimal supervision, efficiency, and attention to detail.

Software and Computer Skills:
Microsoft Word, PowerPoint, Excel, and other office software.

Windows Media Player, VLC, NitroPro, and other media viewing-and-editing software.

Microsoft Outlook or other email-related software.

Lexis, Westlaw or other online legal research sources.

SharePoint, MDEC, Odyssey, and general internet search engines and online resources.

Required Safety Precautions:
Given the sensitive nature of the work performed by Assistant Investigative Counsel and the Commission, the majority of the work is conducted in a secure office location that cannot be accessed by or disclosed to the general public. Assistant Investigative Counsel must use caution to maintain the security of the investigations. In addition, Assistant Investigative Counsel may need to take whatever general precautions necessary to safeguard personal safety and minimize risk of harm when traveling to various locations to complete investigative tasks.
