Description:
A Government Entity seeks
an experienced transactional attorney to provide legal advice and
representation to the Pennsylvania Department of Community and Economic
Development's Office of Chief Counsel (DCED-OCC). The position is
offered as an Attorney 02 or Attorney 03, commensurate with experience.
The position, while based in the Harrisburg Capitol Complex is eligible
for a hybrid work schedule of three days in office per week at the
discretion of the General Counsel.
The
successful candidate shall represent DCED-OCC in matters of business
loan financing contracts with private companies and community economic
development organizations for the purpose of business development in the
Commonwealth. This attorney also will manage a full caseload of
business loan financing contracts from commitment to closing, including
drafting specialized transactional documents, and negotiating the
contract terms on behalf of the agency with borrower's counsel and
counsel for third party lenders. Additionally, the attorney will
negotiate, review, and draft contracts and serve as counsel to a variety
of tax credit programs. Experience in financial transactions and
Commonwealth contracting is desired but not required.
This
position requires solid written and oral communications skills,
attention to detail, exceptional interpersonal skills, and an ability to
foster trust and respect, including creating collaborative and
responsive working relationships with colleagues and clients.
The
Governor's Office of General Counsel provides efficient, responsive
legal services to the Commonwealth, the Governor, members of his cabinet
and more than 30 executive branch agencies, including DCED. This
includes rendering legal advice and representation concerning matters
and issues arising in connection with the operation of executive
agencies under the Governor's jurisdiction, as well as select
independent agencies. DCED-OCC, as part of the Governor's Office of
General Counsel, serves as counsel for a variety of program offices and
authorities with the goal of promoting shared prosperity among all
Pennsylvanians by supporting good stewardship of taxpayer funds and
sustainable economic development.
