Position Description:Judicial Demeanor and Professionalism:
- Exhibits judicial temperament, tact, diplomacy, courtesy and respect with OAH staff, agency personnel and the public.
- Exhibits harmonious working relationships with OAH staff.
- Supports OAH policies and goals.
- Conduct themselves in accordance with the Office of Administrative Hearings Code of Conduct for Administrative Law Judges.
Pre-Hearing Management of Cases:
- Manage cases to ensure timely resolution and control over each case.
- Researches and analyzes laws regulations, policies and decisions to prepare for hearings.
- Prepare written opinions, decisions and orders on motions in a timely manner.
Conducts Administrative Hearings:
- Issues subpoena and administers oaths in preparation for hearing.
- Maintains firm control over proceedings.
- Begins hearings at the scheduled time to minimize disruption to those involved.
- Monitors and directs hearings to ensure that hearings are fair and administers justice while safeguarding the legal rights of all.
- Demonstrates adequate knowledge of the Kansas Administrative Procedure Act, jurisdiction, trial procedure, applicable legal principles, and evidentiary standards.
Issuance of Post Hearing Orders:
- Researches and analyzes laws, regulations, policies and decisions to determine conclusions.
- Prepares well written opinions, decisions and orders in a timely manner.
- Prepare well written opinions, decisions and orders that are understandable upon quick reading, organized in a logical manner, and reach legally supportable conclusions.
Overall Management of Caseload:
- Schedules hearings and travel in a cost-effective manner for the OAH, parties and other involved individuals.
- Processes cases to conclusion in an expeditious manner.
- Complies with OAH administrative and policy directives, both written and verbal.
General Management:
- Assists the Director to develop, implement, coordinate and maintain plans, policies, rules and regulations in the management of the OAH.
- Executes special projects as assigned.
Minimum Qualifications:
Graduation from an accredited law school and five (5) years of experience as a licensed practicing attorney.
