Job Description and Duties:The Office of Plan Monitoring (OPM) is responsible for evaluating and ensuring health care service plan regulatory compliance, quality improvement, and network adequacy as related to provision of managed health care services. The OPM's public health and legal professionals plan and conduct routine and non-routine evaluations of licensed health plans and review service delivery filings for legal adequacy in order to ensure enrollees receive appropriate, sufficient, and timely care.
Under the general direction of the Assistant Chief Counsel, Division of Plan Surveys (DPS) within the OPM, the Attorney III performs complex and sensitive legal work for the DMHC related to regulation and enforcement pursuant to the Knox-Keene Health Care Service Plan Act of 1975 (“Knox-Keene Act,” Health and Safety Code Section 1340, et seq.). In particular, the Attorney III will work on medical surveys of the DMHC's licensed full-service and specialty health plans to assess for compliance with state and federal laws. Duties performed by the Attorney III will include, but not be limited to, participating in survey planning and coordination activities, reviewing health plan documents, reviewing surveyors' work product and performing complex legal analysis of the survey findings. The Attorney III position will also provide legal advice and counsel to both DPS and DMHC management concerning the terms and implementation of corrective action plans and review and provide recommendations with respect to referrals prepared by DPS attorneys to the DMHC's Office of Enforcement.
The Attorney III will periodically travel to and work on-site at health plan facilities.

Working Conditions:
The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.
This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC's Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.
