Job Summary:
This position is located within the Board of Ethics and Government Accountability (BEGA), Office of Government Ethics (OGE). BEGA serves as the District's ethics authority, responsible for interpreting, advising on, and enforcing the District's Code of Conduct. The Supervisory Attorney Advisor provides high‑quality legal representation and guidance on a broad range of ethics matters and ensures compliance with all legal requirements of the District's ethics program. The role also supports the development and implementation of ethics policies, programs, and initiatives.

The incumbent works under the general administrative direction of the Director of Government Ethics, who sets broad objectives and priorities. The Supervisory Attorney Advisor exercises significant independent judgment, consulting with the Director on decisions that may affect program goals or have broader implications, and keeping leadership informed of major or sensitive issues. Work is evaluated for overall effectiveness and is typically accepted as authoritative. The position relies on a wide range of guidelines—including District statutes, regulations, federal laws, agency policies, and executive directives—which are often broad and require careful interpretation. The incumbent must apply sound judgment and creativity in interpreting these guidelines and adapting them to specific situations.

Major Duties and Responsibilities:
The Supervisory Attorney Advisor provides legal guidance on ethics laws, policies, procedures, and regulations for all agency staff and advises external stakeholders—including General Counsels, agency heads, District employees, and public officials—on ethics requirements. The incumbent supervises the legal team within the Office of Government Ethics, setting priorities, assigning work, establishing performance standards, evaluating staff, providing training, approving leave, and making recommendations on personnel actions. They review and edit all legal documents prepared by staff and oversee the District's ethics advice and training programs.

The role includes developing systems of internal controls, maintaining detailed records, and implementing computer‑based tools to manage documentation and produce narrative and statistical reports. The incumbent conducts in‑depth quality assurance reviews to ensure compliance with applicable laws, regulations, and policies, and interprets complex or unclear regulatory provisions for agency use. They provide expert guidance on sensitive or controversial issues and stay current on legal developments, trends, and emerging practices in ethics and compliance, recommending actions to the General Counsel as needed.

The Supervisory Attorney Advisor develops solutions to novel or complex problems, oversees BEGA's representation in federal and District judicial or administrative proceedings, and conducts or supervises investigations and related reporting. The role also includes planning and managing the agency's annual ethics conference and performing other duties as assigned.

Qualifications and Education:
Must possess a Juris Doctor degree from a law school accredited by the American Bar Association (ABA) at the time of appointment.

The appointee must also maintain active membership in good standing with the District of Columbia Bar for the duration of their employment in the Legal Service.

Licenses and Certifications:
Must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment

Working Conditions/Environment:
The work is performed in a normal office setting.
