The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other ​​statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

The Office of the Attorney General is seeking a highly motivated and dedicated attorney to serve as the Supervising Attorney for the Harford County Child Support Administration (Administration). The Administration is responsible for establishing parentage and child support orders for individuals who apply for child support services or who otherwise qualify for them, including recipients of temporary cash assistance. To ensure the economic well‑being of children, the Administration uses a variety of administrative and judicial methods to enforce existing child support orders and seeks modifications when a material change in circumstances occurs. In this capacity, the Administration and its attorneys play a vital role in ensuring that children and families in Harford County receive the financial support they need to thrive.

The Administration is represented by two Assistant Attorneys General (AAG). The Supervising Attorney oversees one non‑supervising AAG and is responsible for ensuring that adequate legal resources are available to effectively manage the child support dockets regularly heard in the Circuit Court for Harford County. This role also provides legal guidance to child support staff and requires strong leadership and team management skills. The Supervising Attorney is expected to set clear expectations, provide direction, and ensure the effective oversight of legal and administrative work. Responsibilities include mentoring and developing attorneys, making sound personnel and hiring decisions, managing operations and resources efficiently, and fostering a positive, inclusive, and productive team culture. Candidates must demonstrate effective delegation, timely performance management, and a commitment to developing team members through training and ongoing professional growth. The position also requires awareness of organizational resources, participation in pro bono initiatives, and contributions to overall division operations beyond managing an individual caseload.

In addition to these leadership duties, the Supervising Attorney advises the Administration and represents the agency in state court proceedings involving paternity establishment, child support order establishment and modification, and judicial enforcement actions. The role involves regular coordination with Administration leadership, Circuit Court judges and magistrates, the Clerk of the Court, law enforcement agencies, and other partners to ensure that litigation is handled efficiently and in accordance with state and federal requirements. The position also includes key administrative responsibilities such as approving leave requests and time sheets, evaluating attorney performance, and ensuring compliance with State personnel policies and procedures.

As part of the OAG's statewide child support legal team, the Supervising Attorney collaborates with the Deputy Principal Counsel for Child Support while maintaining autonomy in daily operations. The position benefits from access to statewide resources and a network of Maryland child support attorneys.

Classification: Assistant Attorney General IV

Experience: The ideal candidate will have at least six years of litigation experience and a minimum of two years of supervisory or management experience. Candidates must have a proven ability to work independently, manage client expectations, and develop and implement legal strategies that lead to favorable outcomes. Experience in family or civil law and proficiency with the Maryland Electronic Courts (MDEC) system is helpful but not required. Membership in the Maryland Bar (or the ability to waive in) is required.

Pro Bono Commitment: The Office of the Attorney General expects its attorneys to demonstrate a sustained commitment to pro bono service. Applicants should have a demonstrated record of meaningful pro bono engagement or a sincere interest in pro bono work as a professional obligation. Once hired, Assistant Attorneys General are expected to fulfill that commitment throughout their employment with the Office through active participation in OAG's Stephen H. Sachs Pro Bono Program or other qualified opportunities. The OAG supports attorneys in meeting the goal set by the Maryland Supreme Court, MD Atty Rules 19-306.1(b), by allowing up to 50 hours work-time to be used for approved pro bono activities.
