Position Overview:
The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Supervising Administrative Law Judge. This position will direct subordinate staff in conducting hearings and preparing decisions on Unemployment Insurance appeals cases. Responsibilities include reviewing completed cases for adherence to applicable state and federal statutes, preparing and evaluating case files for review by the U.S. Department of Labor, and serving as a liaison to internal and external parties in matters regarding appeals cases. Essential Functions:
  • Under general direction, serves as a Supervising Administrative Law Judge for the Illinois Department of Employment Security (IDES)
  • Serves as full line supervisor
  • Provides technical assistance to the Appeals Manager in the development and revision of policies, rules and regulations as they apply to appeals cases
  • Prepares and evaluates case files for review by external agencies and/or organizations including but not limited to the U.S. Department of Labor (USDOL)
  • Serves as a liaison to internal and external groups in matters related to appeals cases
  • Keeps abreast of new developments in applicable laws, rules, regulations and guidelines as they apply to appeals, including but not limited to timeliness and quality standards
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications:
  • Requires graduation from a recognized law school
  • Requires possession of a valid license to practice law in Illinois
  • Requires three (3) years of professional experience in the practice of law and participation in judicial or
  • administrative hearings

Preferred Qualifications:
  • Ten (10) years of trial or hearing experience, applying legal rulings and principles to fact situations found within the cases
  • Two (2) years of experience supervising legal staff, including providing training and evaluating staff

  • Basic proficiency in Microsoft Office Suite products, including Outlook, Word and Excel
  • Experience applying provisions of Unemployment Insurance law to cases
  • Experience in administrative law
  • Experience analyzing financial information for legal cases

Conditions of Employment:
  • Requires ability to travel occasionally, including overnight stays
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
