DescriptionThe Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
The Kentucky Unemployment Insurance Commission is seeking a Staff Attorney III.
Key Responsibilities:
This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete training, sign acknowledgements, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

Experience, Training, or Skills: Must have two years experience as a licensed attorney in the practice of law.
Substitute Education for Experience: A Master of Laws degree (LL.M.) will substitute for one year of the required experience.
Substitute Experience for Education: None
Special Requirements (Age, Licensure, Regulation, Etc.): Must be admitted to practice law and in good standing in the Commonwealth of Kentucky OR comply with Kentucky Supreme Court Rule (SCR) 2.111 (limited certification of admission to practice), SCR 2.112 (attorney participants in defender or legal services programs), SCR 2.117 (practice pending admission). Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s), or other credentials.

- Handles complex legal issues for the Commission and oversees work of UI Staff Attorneys and UI Referees.
- Interprets and applies UI law and regulations when drafting and proofreading proposed orders.
- Makes appropriate revisions to orders drafted by other staff under the manager's authority.
- Provides legal advice to agency personnel.
- Reviews appeals from UI referees.
- Makes revisions as appropriate and when instructed by the Commission Manager and those under their authority related to appeals.
- Drafts correctly reasoned proposed Orders for review and adoption by the KUIC.
- Maintains current knowledge of changes in law, court decisions, and internal policy.

Working Conditions
