Summary:
A Government Entity is seeking Staff Attorney candidates for Juvenile Court Services in State Court Administration. Under general supervision of the Director of Juvenile Court Services, the staff attorney performs professional level legal work, including legal oversight and enforcement of procurement and service contract compliance for Juvenile Court Services (JCS) within the A Government Entity. Serves as legal subject matter expert for JCS, providing legal guidance and advice.

Responsibilities:
  • Drafts and reviews contracts, agreements, memorandums, RFPs and other reports or forms for JCS.
  • Drafts and provides legal review and feedback for JCS procurement and contracting templates, policies, procedures and guidance documents; works with JCS staff to implement and ensure continuous updates to legal requirements and templates built into contract management system.
  • Researches state and national best practices, providing continual legal assistance, written resources, guidance, and legal oversight in procurement and contract development and management for JCS.
  • Provides legal interpretation and advice, as well as ensuring compliance in the areas of contracting, procurement and compliance issues for JCS.
  • Evaluates, recommends and leads training related to legal issues, including compliance, regarding contracting and procurement for JCS.
  • Provides legal analysis to RFP respondent's inquiries regarding award status and recommends next steps to address and respond to inquiries.
  • Responsible for developing and overseeing risk assessment process for JCS contracts including creating templates and workflows.
  • Responsible for oversight of annual contract compliance review process, ensuring compliance with Court Rules Chapter 70.
  • Responsible for review, updates and ensuring compliance for laws, Iowa Code, administrative rules, and court rules related to JCS and Title IV-E including but not limited to Court Rules Chapter 70, IAC 441-151.
  • Provides legal guidance as needed to ensure compliance with Title IV-E laws, regulations and technical guidance.
  • Performs electronic and manual research of laws, legal opinions, policies, regulations and legal texts, and precedents.
  • Creates, reviews, and updates policies and procedures, manuals and other materials.
  • Drafts administrative directives.
  • Reads, logs and tracks legislation related to JCS and Title IV-E. Collects and shares feedback.
  • Reviews and/or implements legislation related to JCS and Title IV-E.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements:
  • Graduation from an accredited law school and admission to practice law in Iowa.
  • Experience equal to two years of full-time work in the practice of law, which can include experience as a law clerk.
  • Experience equal to two years of work focused on contract law highly preferred.

Knowledge, Skills, and Abilities:
  • Knowledge of federal and state laws and administrative rules applicable to governmental RFPs and contracting processes.
  • Ability to manage multiple projects and priorities at the same time.
  • Knowledge of Iowa law and of the organization, functions and responsibilities of the A Government Entity.
  • Ability to interpret and understand contract language and work with a variety of contracts.
  • Knowledge of principles, procedures, and practices of conducting legal research.
  • Knowledge of electronic research tools.
  • Knowledge of the legislative process and the support it requires, as well as the use of data to support legislative initiatives.
  • Demonstrated ability to meet deadlines on a consistent basis.
  • Ability to formulate and express ideas in writing or orally on complex technical and legal subjects.
  • Ability to work with confidential information on a regular basis.
