The Senior Legal Counsel Provides Legal Guidance and Strategic Support Across Carti, Focusing on Grant Administration and Healthcare Compliance. This Role Oversees the Full Grant Lifecycle—from Identifying Opportunities to Proposal Development, Reporting, and Audits—ensuring Compliance with Federal, State, and Private Funder Requirements. the Position Collaborates with Internal Teams and External Partners to Secure Funding, Maintain Strong Relationships with Funders, and Ensure Alignment with Organizational Priorities. Additionally, the Senior Legal Counsel Serves as A Subject Matter Expert on Compliance, Ensuring Carti Adheres to All Applicable Healthcare Regulations and Laws.

Specific Job Duties and Responsibilities:
  • Identify and evaluate grant and funding opportunities that align with CARTI's strategic goals.
  • Conduct research on potential funders to assess eligibility and alignment.
  • Draft and edit compelling grant proposals, narratives, and solicitation materials.
  • Gather and incorporate data, research, and supporting documentation for applications.
  • Manage the full lifecycle of federal, state, local, and private foundation grants.
  • Ensure compliance with all grant guidelines, regulations, and reporting requirements.
  • Track timelines, deliverables, renewals, and reporting obligations.
  • Coordinate the preparation of financial reports, funding draws, and audit documentation.
  • Maintain organized records of all grant-related correspondence, approvals, and outcomes.
  • Serve as CARTI's primary liaison with funders, agencies, and internal stakeholders.
  • Provide regular updates, status reports, and metrics to leadership.
  • Collaborate across departments (finance, IT, legal, operations) to support compliance and grant management.
  • Develop and enforce healthcare compliance policies and procedures (HIPAA, Stark Law, Anti-Kickback, False Claims Act).
  • Conduct internal audits and reviews to identify and address compliance issues.

Support senior leadership with additional legal, financial, and compliance-related tasks as assigned.

Education, Certification, Licensure, Registration:
  • Juris Doctor (JD) degree from an accredited law school required; active bar membership in good standing.
  • Active license to practice law in Arkansas.

Experience, Knowledge, Skills and Abilities:   
  • Minimum 10 Years of Legal Experience Preferably in Healthcare Law, Compliance, or Nonprofit/healthcare Organizations.
  • Background in Healthcare Regulatory Compliance, Including Hipaa, Stark Law, Anti-Kickback Statute, and False Claims Act.
  • Prior Experience Collaborating with Cross-Functional Teams (finance, Legal, It, Operations) to Ensure Compliance and Funding Success.
  • Awareness of Emerging Legal, Compliance, and Funding Issues Impacting Healthcare Organizations.
  • Exceptional Legal Research, Analytical, and Problem-Solving Skills.
  • Strong Written Communication Skills, with The Ability to Draft Persuasive Proposals, Reports, and Policies.
  • Excellent Organizational Skills with The Ability to Manage Multiple Grants and Compliance Projects Simultaneously.
  • Ability to Manage Deadlines and Deliver Accurate, Timely Reports and Documentation.
  • Ability to Work Independently with Minimal Supervision, While Collaborating Effectively Across Departments.
  • Ability to Adapt to Changing Regulations, Funding Landscapes, and Organizational Priorities.
