We are seeking an experienced and highly motivated Sr. Director, Global Regulatory Counsel to join our Regulatory Legal team! This role is critical to ensuring the company's marketplace remains safe, compliant, and aligned with evolving regulatory expectations worldwide, with a particular focus on North America.
The Sr. Director, Global Regulatory Counsel will play a central role in supervising regulatory developments, translating legal requirements into operational strategies, and engaging with regulators on key enforcement priorities. Key Responsibilities:
Regulatory Monitoring & Legal Advisory
- Supervise and analyze global laws, regulations, and enforcement trends related to illegal items, prohibited and restricted items, and unsafe or recalled products.
- Interpret and advise on the application of these laws to company policies and marketplace practices.
- Partner with internal compliance, trust & safety, and product teams to provide clear, actionable legal recommendations.
- Identify emerging regulatory risks and recommend mitigation strategies.
Operational Strategy & Implementation
- Provide legal and operational governance for eBay's Prohibited & Restricted Items Policies including Product Safety as they apply to sellers across eBay marketplaces globally, in close partnership with the compliance, detection, and enforcement teams.
- Collaborate with compliance, operations, product, and engineering teams to translate legal and regulatory requirements into scalable detection and enforcement strategies and to implement effective controls.
- Partner with and support the Criminal & Regulatory Investigations team in responding to government authority requests and in proactive investigations.
- Advise on prioritization frameworks for enforcement actions based on legal risk and regulatory expectations.
- Incorporate AI-enabled workflows to increase the speed and scale of regulatory monitoring, ensuring a proactive approach to marketplace safety.
- Support the development and refinement of internal policies, procedures, and tools to improve compliance outcomes.
Regulatory Engagement & External Communication
- Serve as a key legal point of contact for regulators in the space of prohibited & restricted items including product safety globally and proactively engage with regulators to understand and anticipate enforcement priorities.
- Respond to regulatory inquiries, investigations, and information requests.
- Support government relations efforts by providing legal insight into policy developments and advocacy positions.
- Partner with the PR/Communications team to support responses to press inquiries and to help handle media issues.
- Ability to independently engage with government authorities/regulators and represent eBay externally, including speaking roles at industry conferences and public forums.
What you bring:
- J.D. from an accredited law school and active bar membership in good standing.
- Minimum of 10 years of relevant legal experience.
- Command of regulatory frameworks governing consumer protection, product safety, and controlled or restricted goods.
- Direct experience with North American regulators and regulatory regimes/frameworks, including those administered by the CPSC, FDA, DEA, NHTSA, EPA, etc.
- Experience working at a regulatory agency and/or in an in-house legal or compliance role strongly preferred.
- Experience working in fast-paced, global environments and in emerging or ambiguous legal and regulatory environments.

- Excellent legal judgment and risk assessment capabilities.
- Experience in e-commerce, online marketplaces, or technology companies is a plus.

$256,400 - $342,300
