Definition:
Performs the Most Difficult Legal Assignments in Providing Advice to And Representing the Board of Supervisors and The County and Its Departments/agencies And/or the Los Angeles County Metropolitan Transportation Authority in Litigation and May Supervise Subordinate Attorneys.
Classification Standards
These Positions Are Allocated only To the Office of The County Counsel and Typically Receive General Direction, from An Assistant County Counsel, Primarily Pertaining to Policy. Senior Deputy County Counsel Positions Are Responsible for Assignments Involving the Most Difficult and Complex Legal Matters, Which Requires a High Degree of Initiative, Skill and Specialized Legal Knowledge or Acting as Principal Legal Advisor to A Large County Department or Special District or A Separate Agency, Such as The Los Angeles County Metropolitan Transportation Authority. This Class Is the First Level at Which Supervisory Duties May Be Assigned and Requires that Incumbents Be Able to Exercise Knowledge of The Principles of Supervision and Have a Thorough Knowledge of Legal Principles and Their Application. in Addition, Incumbents Must Possess the Ability to Appear in Federal and State Court, and Administrative Hearings.
Essential Job Functions:
- Is Assigned, Both Directly and Through Supervision, Complex Transactional, Advisory, or Litigation Matters Involving Such Areas as Transportation, Public Safety, and Civil Rights, Healthcare, Including Behavioral Health, Tort Liability, Contract, Regulatory Actions And/or Labor and Employment.
- Acts as Principal Legal Advisor to A Large County Department or A Special District, And/or a Separate Legal Agency, Such as Lacmta, Supervising and Participating in The Resolution of Difficult Legal Questions Regarding Powers, Jurisdiction, Procedures and Operations.
- Provides In-Depth Legal Advice to The Board of Supervisors, Special Districts, Special Boards And/or a Separate Legal Agency, Such as Lacmta, Including Its Department of Public Safety, Which Has Been Created to Carry Forth Community Policing Practices, and Innovate Solutions to Enhance Safety and Security Across the Lacmta Transit Network.
- Supervises Less Experienced Attorneys and Oversees Outside Counsel on The Conduct of Their Assigned Cases, Discussing Questions of Law and Questions Related to The Procedure or Strategy to Be Used in Trial.
- Oversees the Review and Resolution of Complex, Multi-Agency Issues, Requiring Coordination Within the Office and Between County Departments/agencies, And/or a Separate Agency, Such as Lacmta.
- Drafts or Oversees the Drafting of Ordinances, Legislation, and Amendments to State and County Codes And/or Rules and Regulations Applicable to Lacmta Related to The Most Complex Issues.
- Engage in And Advance the Anti-Racism, Diversity, and Inclusion (ardi) Mission of The Office of The County Counsel.
Requirements:
Requirements to Qualify
Five (5) Years of Experience in The Practice of Public Agency Law, or Civil Law Experience in The Areas Such as Labor and Employment, Civil Rights Law, Police Misconduct Litigation, Police Liability, Security Guard Liability, Criminal Law, Public Safety Law, or Laws and Regulations Relating to Medical and Behavioral Health Care Providers.
You Must Meet the Above Requirement(s) in Order to Be Appointed to Fill Any Vacancies Related to This Recruitment.
License:
Admission to Practice Law in All Courts of California*.
A Valid California Class C Driver License or The Ability to Utilize an Alternative Method of Transportation when Needed to Carry out Job-Related Essential Functions.
