Description:

Duties: Assists in developing and supporting external relationships for the A Public Transit Agency with civic, business and non-profit organizations. Supports and coordinates A Public Transit Agency's external advocacy efforts to strengthen its ties to the community that it serves. Acts as the liaison between A Public Transit Agency and external partners at the local, state, and national levels to help A Public Transit Agency fulfill its mission. Work closely with media and communications teams to ensure policy positions are framed in the interest of public transit.

Serves/leads various committees as assigned. Performs administrative functions for various external relations projects such as:
  • Representing the Authority's interests in labor arbitrations and in matters before state and federal administrative agencies. Some litigation work in court may be required.
  • Providing legal assistance to Human Resources and various departments on labor and employment matters.
  • Serving as a resource for and providing legal assistance to the Authority's Office of Equal Opportunity.
  • Providing legal support, as well as advice and counsel, to various departments within the Authority and to the Board of Trustees.
  • Drafting and reviewing Board resolutions.
  • Handling public records requests and subpoenas.
  • Conducting legal research and preparing legal opinions on public sector legal issues, including but not limited to, public transit and statutory compliance with federal, state and local laws.
  • Conferring with state and federal agencies for guidance and monitoring federal, state and local legislation affecting A Public Transit Agency
  • Performing other duties of a similar nature as may be required.

The Senior Counsel will be responsible for promoting the handling all legal matters thoroughly, efficiently and in a timely manner. Written work products must be of the highest quality. May be assigned to serve on Authority committees and review panels.

Job Requirements:
Applicant must have a Juris Doctor (J.D.) degree and a license to practice law in the state of Ohio. Experience with civil law within a government entity or organization that deals with government/public labor and employment issues, administrative law, contracting, and analyzing, investigating, and resolving claims, disputes and related matters is preferred.

Candidate must have at least seven (7) years' progressive experience in external, government, and/or community relations and a working knowledge of the public transit industry. The ideal candidate will also have developed relationships within the Northeast Ohio civic and business community. Bi-lingual skills will be a plus.
