The Office of the General Counsel (OGC) serves as the chief legal advisor to DCAS, providing legal and strategic counsel across all twelve lines of service. Accordingly, OGC is organized into four primary legal units:
  • Procurement and Operations
  • Real Estate Services
  • Human Capital
  • Workforce Oversight & Policy and Compliance.

Together, these units provide expert guidance on a broad range of matters critical to agency operations and citywide functions. OGC's legal portfolio includes advising on civil service, labor and employment, and disciplinary matters; negotiating and reviewing real estate transactions; overseeing procurement compliance; and guiding policy, risk, and audit processes. The office also manages litigation related to landlord-tenant disputes, legislative review, Freedom of Information Law (FOIL) requests, and legal matters tied to fleet administration, energy, and facilities construction. In collaboration with Corporation Counsel, OGC supports special legal matters that require litigation or further Charter-mandated review, ensuring the City's interests are protected and upheld.

The Office of the General Counsel (OGC) at the Department of Citywide Administrative Services (DCAS) is seeking a motivated and detail-oriented attorney to support the Property Transactions & Landlord Affairs Unit. Under the supervision of the Managing Counsel, this attorney will assist in providing legal support related to leasing transactions, property acquisitions, landlord-tenant matters, and other real estate issues involving City-owned properties. This role is an excellent opportunity for an attorney seeking to build or deepen their experience in municipal real estate law and public sector legal practice. The attorney will work closely with senior counsel, City agencies, and DCAS program staff to ensure legally sound and timely support of DCAS's real estate operations.

The ideal candidate must be an motivated and detail-oriented attorney with strong legal research and writing skills, an interest in municipal real estate law, and a collaborative approach to problem-solving. They should be comfortable working in a fast-paced, deadline-driven environment and eager to grow their legal expertise while supporting cross-functional teams on high-impact citywide real estate matters.

Responsibilities:
  • Review, draft, and negotiate lease-out agreements, licenses, and other real estate-related legal documents involving City-owned properties or acquisition thereof.
  • Conduct legal research and prepare memoranda on matters related to property law, landlord-tenant law, and real estate transactions.
  • Support the Managing Counsel and Deputy General Counsel in developing and implementing policies and processes that advance DCAS's real estate strategy.
  • Participate in meetings with internal clients (such as RES staff) and external stakeholders to provide legal input and ensure accurate documentation.
  • Coordinate with the NYC Law Department on routine matters and support the Managing Counsel in litigation preparation or document production as needed.
  • Track deadlines, review documents for legal sufficiency, and ensure compliance with applicable laws, rules, and procedures.
  • Perform Line of Service (LOS) general legal intake attorney rotation matters.
  • Perform other legal and administrative duties as assigned by the Managing Counsel or Deputy General Counsel.

Minimum Qualifications:
  • Admission to the New York State Bar; and either "2" or "3" below.
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Preferred Skills:
JD from an accredited institution and a minimum of 8 years post-bar legal experience or the equivalent required. - Experience working with commercial real estate in New York City required. - Experience in negotiating commercial real estate leases from start to finish, with a demonstrated understanding of real estate financing and capital construction strongly preferred. - Strong interpersonal and leadership skills. - Ability to independently act on priority projects. - Demonstrable ability to move projects from inception through operationalization in a timely manner. - Ability to prioritize and complete work assignments in a timely manner. - Ability to exercise critical, analytical, and problem-solving skills in a fast-paced environment and at times with extreme sensitivity.
