Providing "in-house counsel" advice to managers; preparing pleadings and opinions and legal memoranda on complex issues involving equitable distribution of pension benefits in matrimonial actions and death benefit contests; performing legal research and analysis; and appearing at administrative tribunals.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
  • For appointment to the Assistant Attorney 1 you must have: Law school graduation and/or eligibility for the NYS Bar Admission.
  • For appointment to the Assistant Attorney 2 you must have: Admission to the NYS Bar.
  • For appointment to the Assistant Attorney 3 you must have: One year as Assistant Attorney 2 or admission to the NYS Bar and one year of subsequent professional legal experience
  • For appointment to the Senior Attorney, you must have: Admission to the NYS bar and two years of post-licensure professional legal experience.

OR

Competitive Minimum Qualifications:
70.1 Transfer:
For a 70.1 transfer to the Senior Attorney, SG-25, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 23 or above.

52.6 Transfer:
For a 52.6 transfer to the Senior Attorney, SG-25, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 23 or above and must have 1 year as an Assistant Attorney 3 OR admission to the New York State Bar AND 2 years of subsequent satisfactory legal experience.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

The position may be filled at the Assistant Attorney 1 equated to SG-18 ($66,951), Assistant Attorney 2
  • equated to SG-20 ($74,193), or Assistant Attorney 3 SG-22 ($82,326) based on the candidate's
  • education, experience, and previous state service. Salary is nonnegotiable.
  • Candidates hired at the trainee level will be advanced to the full performance Senior Attorney SG-25
  • ($121,413.00) following successful completion of the traineeship.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
