Duties Description
Provide legal guidance to the Common Retirement Fund (CRF) Compliance Unit. Review Compliance's policies and procedures for adequacy, effectiveness and accuracy. Review and assist in analyzing consultant conflict disclosures. Research legal issues, draft memos, review and summarize transaction agreement provisions, and work on special projects, as requested.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
  • For appointment to the Assistant Attorney 1 you must have: Law school graduation and/or eligibility for the NYS Bar Admission.
  • For appointment to the Assistant Attorney 2 you must have: Admission to the NYS Bar.
  • For appointment to the Assistant Attorney 3 you must have: 12 months as an Assistant Attorney 2, or Admission to the NYS Bar and 12 months of subsequent satisfactory legal experience.
  • For appointment to the Senior Attorney, you must have: 12 months as an Assistant Attorney 3, or Admission to the NYS Bar and 24 months of subsequent satisfactory legal experience.

Competitive Minimum Qualifications:
  • Position may be filled at the Senior Attorney level or one within the Legal Traineeship appointment levels. Appointment title will be dependent upon qualifications of candidate selected.
  • Assistant Attorney 1 (Grade 18): Law school graduation and/or eligibility for NYS Bar Admission
  • Assistant Attorney 2 (Grade 20): Admission to NYS Bar

55b/55c Program appointment:

Traineeship salary information:
The position may be filled at the Assistant Attorney 1 equated to SG-18 ($66,951), Assistant Attorney 2 equated to SG-20 ($74,193), or Assistant Attorney 3 SG-22 ($82,326) based on the candidate's education, experience, and previous state service. Salary is nonnegotiable.

Candidates hired at the trainee level will be advanced to the full performance Senior Attorney SG-25 ($96,336) following successful completion of the traineeship.

Preferred Qualifications/Knowledge, skills, and abilities:
  • NYS Bar admission is required
  • Excellent written and oral communication skills.
  • Knowledge of fixed income and public equities investments.
  • Knowledge of corporate and securities law.
  • Ability to identify legal issues and governing precedent and offer sound legal advice.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
