Savannah River National Laboratory (SRNL) is planning to hire a team-oriented attorney to provide legal advice to staff and executive leadership on a variety of legal issues, with a focus on federal procurement, regulatory compliance, bids, RFPs, contracts and agreements, real property and foreign ownership/interests, leases, and export control.

As an attorney in the Office of General Counsel for the Battelle Savannah River Alliance, LLC (BSRA), which operates SRNL for the United States Department of Energy (DOE), you will provide practical, solution-oriented legal and business guidance to support SRNL's mission, vision and cutting-edge programs. You will help manage legal risk, ensure compliance with federal regulations and the Prime Contract with DOE, and support the laboratory's mission through thoughtful counseling, training, and collaboration.

Responsibilities:

  • Provide legal advice to executive leadership and staff that is clear, timely, and actionable.
  • Review subcontracts and other agreements, working with procurement professionals and other business and research components to resolve contract issues.
  • Lead efforts and work collaboratively with outside counsel when warranted to represent BSRA in matters involving litigation, Court of Federal Claims, Board of Contract Appeals, administrative proceedings, arbitrations, mediations, investigations, and other proceedings.

  • Provide presentations and training on legal topics to internal and external audiences.
  • Maintain up to date knowledge of governing law and BSRA's Prime Contract with DOE.
  • Uphold BSRA's Code of Conduct, values, and ethics and promote such across SRNL.
  • Willing to take on new areas of law and other duties as assigned, work independently and in teams, and adapt to evolving mission and business needs.

Qualifications:
Minimum Qualifications:
  • J.D. from an ABA accredited law school.
  • Licensed and authorized to practice law in a U.S. state, active bar membership in good standing.
  • Eight years of relevant legal experience OR an equivalent combination of education and relevant legal work experience.
  • Ability to obtain and maintain a Department of Energy clearance (DOE Q). Eligibility: U.S. citizen.

Preferred Qualifications:
  • Experience with DOE management & operating contractors, national laboratories, and/or federal government contracting.
  • Familiarity with the Federal Acquisition Regulation and Department of Energy Acquisition Regulation.
  • Excellent academic record and professional credentials.
  • Highly developed writing, interpersonal, counseling, and negotiating skills.
  • Strong analytical and problem-solving skills and a commitment to delivering high quality legal service.

Security Clearance Information
This position will require selected candidate to be able to obtain a DOE Security Clearance.

BSRA is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with BSRA require applicants to have the ability to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
