General Summary:
A Government Entity seeks an experienced governmental entity attorney for transactional work primarily focused on economic development agreements, real estate, municipal procurement and contracts. The successful candidate may also provide assistance with Texas Public Information Act and Open Meetings Act matters, provide legal advice and opinions to the City Council, Staff and Boards and Commissions, and assist with other duties as assigned. Infrequent attendance at evening City Council meetings may be required and the successful candidate will be assigned to one of the City's Boards and Commissions and attend an evening meeting once or twice per month. Supervision of an Assistant City Attorney may be assigned.

A hybrid work schedule is available after demonstrating skills and reliability, and as work-flow permits.

Supervision:
General supervision is provided by the City Attorney.

Essential Duties and Responsibilities:
  • All behaviors comply with the Code of Conduct & Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.
  • Provide legal assistance to City departments regarding all areas of the law with emphasis on municipal law including, without limitation, economic development, real estate, procurement of goods and services, and contracts. Review, draft and negotiate agreements and other documents relating to the foregoing.
  • Provide assistance regarding Public Information Act requests and preparation of requests for Attorney General decisions.
  • Provide legal interpretation of federal and state laws and regulations, local ordinances, codes and policies and court decisions.
  • Draft or assist in drafting ordinances, ordinance amendments, resolutions and policies.
  • Attend meetings and public hearings and render legal advice to the City Council, Staff, Boards and Commissions.
  • Research and writing to analyze and prepare legal opinions.

Other Duties and Responsibilities:
  • Stay abreast of new laws, decisions and legal trends impacting economic development, real estate, municipal procurement, contracts, and municipal matters.
  • Attend CLE seminars and training of staff.
  • May represent the City's interests before state and federal courts and before administrative agencies.
  • Perform other administrative and legal duties as assigned.
  • Hours worked may exceed a traditional 40-hour work week and include evening meetings and working on weekends as necessary.
  • Supervision of Assistant City Attorney as assigned.

Minimum Job Requirements:
Education:
  • Juris Doctorate from an accredited law school.

Experience:
  • Five years of professional legal experience representing governmental entities concerning economic development, real estate, municipal procurement, and contracts.
  • Experience as an employee of a local governmental entity or law firm representing municipalities are preferred.

Licenses and Certificates:
  • Licensed to practice law in the State of Texas.
  • Possession of a valid driver's license.
