Description:The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.
The OAG is seeking a Pro Bono Counsel to lead and enhance the Stephen H. Sachs Pro Bono Program, building on its strong foundation to expand opportunities for volunteer legal service and strengthen access to justice statewide. This position is housed within the Office of the General Counsel (OGC). In 2023, the Attorney General established the first-ever General Counsel position within the Executive Division. Working alongside the General Counsel, Associate General Counsel, and an Executive Assistant, the Pro Bono Counsel will build and sustain the OAG as a premier public law firm in Maryland and nationwide.
The Pro Bono Counsel will provide strategic leadership and operational oversight for the Pro Bono program, working in close collaboration with the Pro Bono Committee. The Pro Bono Counsel will envision and bring to life a sophisticated pro bono program operating in the context of a public law firm, in partnership with nonprofit legal services and advocacy organizations and the private bar, connecting skilled OAG attorneys with underserved communities. Responsibilities also include comprehensive case management, attorney recruitment and coordination, external partnerships, legal clinic and event planning, and clear, consistent communication and outreach across the OAG. The Counsel will translate program goals into measurable outcomes, ensure ethical compliance for participating attorneys, and cultivate a culture of service that elevates the program's reach and impact.
This role requires an entrepreneurial leader who can build strong relationships, manage complex workflows, and foster commitment to pro bono work as a professional obligation throughout the OAG.
Classification: Assistant Attorney General IV
Experience: The ideal candidate for this role will have at least six (6) years of legal experience, with a demonstrated record of meaningful pro bono engagement. Knowledge of the community of nonprofit legal services providers and the range of pro bono activities engaged in by the private bar, and experience organizing attorneys and support staff to engage in pro bono services, is highly desired. Strong organizational, communication, and leadership skills are essential for success in this role. Familiarity with ethics rules governing government attorneys and the ability to build collaborative relationships with diverse stakeholders are also highly desirable. Admission to the Maryland Bar, or the ability to waive in is required.
Pro Bono Commitment: The Office of the Attorney General expects its attorneys to demonstrate a sustained commitment to pro bono service. Once hired, Assistant Attorneys General are expected to fulfill that commitment throughout their employment with the Office through active participation in OAG's Stephen H. Sachs Pro Bono Program or other qualified opportunities. The OAG supports attorneys in meeting the goal set by the Maryland Supreme Court, MD Atty Rules 19-306.1(b), by allowing up to 50 hours work-time to be used for approved pro bono activities.
