Under the general direction of the Chief Counsel and administrative direction of the Director, the Presiding Administrative Law Judge (PALJ) supervises a staff of Administrative Law Judges (ALJs) and tax professionals in the Office of Tax Appeals (OTA) regional offices who conduct hearings regarding business tax and franchise and income tax appeals, and prepares final decisions following the procedural rules of applying relevant provisions of the Internal Revenue Code, the California Revenue and Taxation Code, the California Administrative Procedure Act, and other relevant or related laws, regulations, rulings, court decisions, and OTA policies and procedures. The PALJ also participates in committee decisions as a member of the office management team and performs various administrative tasks associated with case management, personnel issues, and training.

  • Skills in Managing a Team and Large Volumes of Work Including Redirecting Work Where Needed.
  • Experience in Evaluating Personnel Performance.

  • Experience in Conducting Hearings in A Manner that Will Obtain All Pertinent Evidence and Secure the Confidence and Respect of All Parties.

  • Knowledge of The California Code of Judicial Ethics.

  • Ll.M. in Taxation, Centralization in Tax Law, or A Cpa License
  • Demonstrated 5 Years or More Experience in The Area of Tax Law.
  • Experience with Legal Research Tools Such as Westlaw/lexis.
  • Background in Running or Participating in Administrative Proceedings or Court Proceedings.
  • Positive Attitude, Open-Mindedness, Flexibility, and Tact.
