DescriptionThe Municipal Securities Rulemaking Board (MSRB) seeks an experienced attorney for its Market Regulation Department and its rulemaking and regulatory coordination activities. The position may be filled at the Director or Associate Director level, depending on the individual's experience and aptitude in relation to the core duties performed by the Market Regulation Department. This position will serve as a critical member of a collaborative team of dedicated attorneys responsible for identifying and presenting reasoned and strategic solutions and proposals for changes to existing MSRB rules and interpretations, including the elimination or reduction of unnecessary regulation and the adoption of new rules that regulate the municipal securities market, developing compliance and educational resources to assist regulated broker-dealers and municipal advisors in understanding the MSRB's rules, and other legal projects, all with the goal of protecting investors, municipal entities and the public interest and of facilitating a fair and efficient municipal securities market.

JD and active member of a state bar with at least 6 years (minimum of 8 for Director role) legal experience related to the securities markets that includes legal experience specifically related to the municipal securities market and/or the self-regulatory function. Candidates are also expected to have advanced legal research and writing skills, excellent interpersonal skills, effective oral and written communication skills and strong public speaking skills, as well as to be critical thinkers with sound judgment and comfortable thinking both within the lines and outside the box. To be considered for the Director role, candidate must have experience leading projects, public speaking and managing colleagues or cross-functional teams.

- Conduct legal research to develop knowledge of the laws, rules and other regulatory matters affecting the MSRB and the municipal securities market to consistently exercise sound legal judgement in evaluating, interpreting and applying such.
- Prepare and review memoranda to the Senior Staff and Board of Directors ensuring that the team is providing high-quality legal work that is clear and effective and is prepared to effectively present such materials orally.
- Serve as subject matter expert, within the MSRB and externally, in several subject areas related to MSRB rules and initiatives, being able to knowledgeably address questions, to formulate workable solutions, and to develop and provide advice on policy issues related to such subjects.
- May supervise other attorneys and work with senior attorneys to gather and incorporate views of industry participants and draft and review materials related to MSRB rulemaking, compliance and educational resources and other legal projects, exhibiting expertise regarding the assigned specialized area of responsibility, critical thinking, sound judgment and reasoned analysis.
- Engage in and manage rulemaking projects effectively under the Securities Exchange Act of 1934 and MSRB policies and procedures, from the initial formative stages through the Board of Director's consideration and subsequent filing(s) with the Securities and Exchange Commission (SEC), as well as carrying out any necessary compliance and education activities to assist regulated entities with implementation.
- Draft and, as appropriate, supervise the drafting by other team members of the full range of necessary documents at all stages of the rulemaking process, including memoranda to the Board of Directors, requests for public comment, analyses of comment letters received and MSRB responses to comments, regulatory notices, formal rule language, interpretive guidance, rule filings for submission to the SEC for final approval, compliance resources and other legal and regulatory documents submitted to other federal regulators or published on the MSRB website.
- Engage and coordinate with the SEC, Financial Industry Regulatory Authority (FINRA) and federal banking regulators to develop and maintain strong working relationships and foster regulatory consistency.
- Lead the development of and engage in training for the examining authorities and serve as a subject matter expert in delivering such training.
