In this senior management-level role, you will be part of the Financial Services Regulatory Legal team and will serve as Citi's primary legal adviser on U.S. prudential bank regulatory matters. You will lead a team of regulatory attorneys focused on providing strategic and actionable legal advice across Citi's businesses and functions on all matters arising under U.S. prudential bank regulations, including those of the Federal Reserve, OCC, and FDIC. You will report to the Head of Citi's Financial Services Regulatory Legal Group and serve as a key member of the group's leadership team.

Key Responsibilities:
U.S. Prudential Bank Regulation
  • Serve as the primary legal adviser on all matters arising under U.S. prudential bank regulations. Interpret new and amended rules and provide guidance to Citi's businesses on permissible activities.
  • Collaborate with Citi's businesses and functions to assess the regulatory permissibility of new products and services.
  • Manage the preparation and submission of applications, notices, and periodic reports to the Federal Reserve, OCC and FDIC.
  • Advise on the U.S. prudential bank regulatory elements of internal restructurings, reorganizations, and other general corporate and transactional matters.
  • Appropriately assess legal and regulatory risk in all advice and decisions, demonstrating particular consideration for the firm's reputation and actively safeguarding Citi, its clients, and assets by ensuring adherence to applicable laws, rules, and internal policies. Drive a culture of compliance and proactively manage and report control issues with transparency.

Leadership and Team Management

  • Lead, mentor, and develop a high-performing team of prudential bank regulatory attorneys.
  • Actively foster the “One Legal” mindset of the Legal Department and contribute to the strategic direction of both the Financial Services Regulatory Legal team and the Legal Department as a whole.
  • Allocate and manage resources effectively across competing priorities and assist with the management of outside counsel relationships.
  • Foster a culture of collaboration, innovation, and continuous improvement, including through championing the adoption of AI-driven legal technologies to enhance the efficiency of the team's work.

Qualifications:
  • 15+ years of legal experience, with deep expertise in Federal Reserve, OCC, and FDIC U.S. prudential bank regulatory frameworks and demonstrated success in working across a large organization to interpret and implement complex rulemakings.
  • A proven and skilled people leader with 10+ years of experience managing a team. Must possess the ability to inspire, manage, and develop both generalist and subject matter expert attorneys while overseeing a complex body of work and actively participating in the strategic direction of Citi's Legal Department.
  • Exceptional written, verbal, presentation, problem solving, and analytical skills.
  • Proven ability to apply sound judgement and practical legal advice in a timely manner while managing complex subject matters and issues within tight timeframes.
  • In-house attorney experience preferred; experience working with or within a regulatory body a plus.
  • Juris doctor from an accredited law school and license to practice law in good standing.
