Description:

Avoids and minimizes legal risks and liabilities by cost-effectively managing legal strategies and programs for environmental, health and safety-related compliance, enforcement defense and litigation. Provides legal advice on environmental commercial, transactional, permitting and corporate issues. Directs environmental, health and safety-related privileged inspections and audit program. Leads interdisciplinary Sustainability Working Group responsible for sustainability and Environmental, Social and Governance (ESG) reports, disclosures, ratings/rankings and similar matters. Serves as subject matter expert and represents NuStar for ESG, sustainability, air, water, waste, remediation, permitting, pipeline safety, occupational safety and fuels issues.
  • Manages legal strategies and programs for environmental, health and safety-related compliance, enforcement defense, liabilities and litigation. Will require working closely with persons across all levels of the company, including operational regions.
  • Provides advice regarding, trains NuStar stakeholders on and serves as subject matter expert for air, water, waste, remediation, pipeline safety, occupational safety and fuels issues.
  • Represents NuStar including with government agencies and third parties on air, water, waste, remediation, pipeline safety, occupational safety and fuels issues.
  • Provides legal advice on environmental commercial, transactional, and permitting issues including for capital projects, mergers and acquisitions due diligence, right of way easements and other agreements.
  • Provides legal advice on environmental corporate issues including review of SEC filings and ESG governance issues.
  • Directs environmental, health and safety-related privileged inspections and audit program.
  • Serves as environmental and regulatory emergency response counsel capable of quickly deploying to an incident site if necessary.
  • Passionate about the sustainability of liquids fuels, leads interdisciplinary Sustainability Working Group responsible for sustainability and Environmental, Social and Governance (ESG) reports, disclosures including Scope 1 and 2 Greenhouse Gas, ratings/rankings and similar matters. Will require working closely with persons across all levels of the company, including operational regions.
  • Provides advice about, trains NuStar stakeholders on and serves as subject matter expert for ESG and sustainability issues.
  • Conduct trend and risk analysis to understand key ESG and sustainability stakeholder expectations and ensure awareness of critical developments related to standard setters like SASB, TCFD and EIC, and other broadly recognized reporting standards/frameworks
  • Drive implementation of NuStar’s ESG and sustainability goals, metrics and KPIs including identifying peer ESG and sustainability best practices, manage process to determine whether those best practices are implementable at NuStar, and, if so, direct the processes to implement those best practices.
  • Represents NuStar including with government agencies and third parties such as raters, rankers and others on ESG and sustainability, issues.
  • Participate in trade associations such as API, LEPA, ILTA, EIC and others for legal issues related to ESG, sustainability, air, water, waste, remediation, pipeline safety,
  • occupational safety and fuels issues.
  • Works closely with Regulatory and Government Affairs to ensure management is aware of and NuStar’s interests are represented for proposed regulations, legislation and other
  • government actions that impact our operations.
  • Works closely with management, business clients, internal and external technical subject matter experts, other in-house counsel and outside law and sustainability firms to facilitate cost effective, early and efficient resolution of issues.
  • May perform other related duties as needed

Requirements:
  • Juris Doctorate and Texas bar member in good standing. Undergraduate or master’s degree in an environmental, safety a related degree is helpful.
  • Sustainability Accounting Standards Board (SASB) Fundamental of Sustainability Accounting (FSA) or similar credential helpful.
  • Minimum 10 years environment, health and safety related legal and regulatory experience required.
  • Experience with environmental, health and safety laws and regulations specifically for liquids terminal and pipeline operations preferred.
  • Experience with corporate sustainability or ESG reporting required with energy company experience preferred.
  • Demonstrated success in leading cross-functional teams to achieve team objectives.
  • Excellent oral and written communication and presentation skills. S
  • Strong analytical, problem solving and organizational skills.
  • 20% travel is expected
