What You'll Do
This position calls for an attorney to immediately provide legal advice to PanTeXas Deterrence (PXD), primarily focusing on investigations. The attorney will guide the Human Resources (HR), Labor Relations, and Ethics and Audit departments on employee investigations. Additionally, they will assist with Freedom of Information Act (FOIA) investigations and processes, and commit to developing expertise in one or more additional specialty areas as needed.

The Legal Department seeks an attorney capable of providing immediate support in one of four disciplines: (1) investigations, (2) FOIA processes, (3) ethics, or (4) environmental compliance. Candidates with substantial professional experience or educational credentials in any of these areas will have their responsibilities tailored accordingly. The ideal candidate will possess significant experience in one or more of these areas that can be applied upon arrival, with a particular emphasis on experience advising investigators and standing up investigative processes. PXD will support the candidate in selecting appropriate continuing legal education courses and other learning opportunities to foster advisory capabilities in other areas. Strong candidates with a generalist background in criminal, administrative law or litigation will also be considered, provided they commit to developing expertise in one of the listed specialties within the first two years of employment.

Minimum Job Requirements:
  • Juris Doctorate (J.D.) degree from an ABA-accredited law school and admission to the Texas Bar.
  • Five years of experience practicing law or using your J.D. routinely to provide support managers or investigators in a business environment.
  • Demonstrated analytical, communication, and leadership skills.
  • Experience and knowledge in one of the areas of law listed above or some other applicable area of substantive law, e.g., investigations, environmental law, commercial contract law, real estate law.
  • Experience performing legal research and drafting routine legal guidance.
  • Experience interacting with government agencies at the federal, state, or local level.

Preferred Job Requirements:
  • Experience providing legal support to an organization that provides goods and services to the U.S. Government.
  • Prior interaction with and knowledge of the DOE, National Nuclear Security Administration (NNSA), or other federal agencies, particularly agencies that conduct criminal or civil investigations.
  • Excellent oral and written communication skills.
  • Excellent interpersonal skills.
  • Ability to deliver legal advice and counsel in the context of the company's strategic mission and business objectives.
  • In responding to specific requests for legal advice, the ability to identify other existing legal vulnerabilities and business impacts beyond the scope of the request.
  • Both the ability for, and an interest in, learning new areas of law, taking on other duties as assigned, and demonstrating flexibility.
  • Experience and knowledge of the concepts and processes involved in preparing for negotiations, conducting negotiations, and counseling a client regarding development and options in a negotiation.
  • Knowledge of the tools for legal research and the ability to devise and implement coherent and effective legal research strategies.
  • Knowledge of the rules governing the practice of law, the ability to recognize and resolve ethical issues, and strict adherence to the rules of professional conduct.
  • Knowledge of software applications and technologies used in a technologically sophisticated law office.
  • Ability to work independently as appropriate.
  • Ability to travel as needed.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
