The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking two highly motivated, skilled, solution-oriented, and enthusiastic professionals to join our regulatory department and serve as an Attorney 3 within our Administration Division at our central office near Valley Junction in Des Moines, Iowa.

To accomplish our mission, the individuals selected for these positions will assist the Department by providing sound and effective legal counsel to the department's divisions and boards.

Serving in the Department's Administration Division, you will be providing legal services and counsel to all core operational divisions and boards. You will identify, research and advise division administrators and boards on applicable legal issues, federal and state law, case law development, regulations, policies, and executive orders that may impact the Department. The role also involves drafting, monitoring, and implementing administrative rules and appearing before the Administrative Rules Review Committee as necessary. As one of the Department's legal experts, you will collaborate with other legal counsel, boards, department personnel, and other agencies in order to provide timely and accurate legal guidance in support of DIAL and its boards' policies and regulatory goals.

The successful candidate for this intellectually diverse position is a motivated, organized, and detail-focused individual who has high personal standards regarding the accuracy, quality, and timeliness of their work. The position reports to and works under the supervision of the General Counsel Supervisor in the legal and policy bureau, and will be located at 6200 Park Avenue in Des Moines.

What You'll Do:
You will play a key role as legal counsel for the Department by:
  • Advising boards and department personnel on questions of law or administrative policies.
  • Preparing board notices and statement of charges in licensee disciplinary hearings.
  • Conducting thorough legal research and analysis on varied complex issues.
  • Drafting administrative rules and appearing before the Administrative Rules Review Committee.
  • Reviewing and analyzing administrative rules to ensure compliance with legal standards and organizational policies.

Selectives
Law Degree - Possession of a law degree from an accredited institution

Minimum Qualification Requirements:
Graduation from an accredited law school and the equivalent of five years of full-time successful and responsible experience in the practice of law;

Or
the equivalent of three years of full-time experience in the practice of law in the employing agency shall be considered as qualifying experience.
