Under the supervision of the Chief Legal Officer, this position will manage all aspects of litigation, pre-litigation, and claims on behalf of Pittsburgh Water and represent the legal interests of the Authority.

Applicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator's License at the time of application or prior to appointment. A valid driver's license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.
Supervision Exercised / Received
Directly Supervises the Paralegal Litigation Team / Will Receive Supervision Directly from The Chief Legal Officer.

Under the supervision of the Chief Legal Officer, this position will manage all aspects of litigation, pre-litigation, and claims on behalf of Pittsburgh Water and represent the legal interests of the Authority.
Responsibilities:
- Represent Pittsburgh Water in legal matters as well as supervise outside counsel in all aspects of litigation, pre-litigation, and claims on behalf of the Authority.
- Litigate and represent Pittsburgh Water in consumer complaints filed with the Public Utility Commission including, but not limited to, the preparation of all legal filings and attendance at legal proceedings.
- Oversee Right-to-Know Law (RTKL) processes and requests, and conduct training as necessary; Represent and handle RTKL appeals on behalf of Pittsburgh Water.
- Manage and oversee Pittsburgh Water's claim process, disputes, pre-litigation, and litigation matters; Develop policies and strategies for the effective management and resolution of the same.
- Advise and provide legal counsel to Pittsburgh Water business units on disputes, potential issues, legal exposure and risk, mitigation efforts, and resolutions.
- Supervise and partner with outside counsel to ensure that all aspects of Pittsburgh Water's legal representation are of the highest quality, including the day-to-day running of matters, overall strategy, written work, and oral advocacy.
- Lead and manage the activities of outside counsel, including the development of reasonable budgets and coordination of internal efforts to meeting requests for information and deadlines.
- Manage and respond to subpoenas, requests for information, and other governmental or official inquires.
- Manage and implement litigation hold practices and training.
- Conduct legal and investigative research as required.
- Draft legal documents, filings, and correspondence as may be necessary on behalf of Pittsburgh Water.
- Attend, monitor, and participate in legal proceedings as may be necessary on behalf of Pittsburgh Water.
- Serve as the primary contact for internal and external inquiries related to claims, pre-litigation, and litigation matters.
- Support the Chief Legal Officer, provide guidance to paralegals and support staff, and work closely with Legal Department colleagues on general matters.
- Maintain knowledge regarding laws, regulations and court decisions affecting Pittsburgh Water, as well as best practices within the industry.

Knowledge, Skills & Abilities:
- Ability to manage and oversee the litigation process from inception through conclusion.
- Ability to draft and prepare legal documents, filings and correspondence.
- Ability to interpret and understand laws, statutes, administrative regulations, and case law.
- Knowledge of Pennsylvania Utility Commission Law.
- Knowledge of Pennsylvania Right-to-Know Law.
- Knowledge of the Municipal Authorities Act.
- Ability to analyze and interpret issues and to prepare legal opinions.
- Ability to communicate complex legal issues and risks in terms that non-legal colleagues can understand.
- Manage and prioritize workload while meeting deadlines.

Education / Experience Requirements:
- The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
- Juris Doctorate from an accredited U.S. Law School.
- Licensed to practice law in the Commonwealth of Pennsylvania and in good standing.
- Five to eight years of relevant experience within a law firm or in-house legal department. Government and regulated utility experience preferred.
- Strong litigation background and experience preferred.
