Position Description:
The Town of Marana is seeking a third-year law student who wants to be a municipal attorney and/or prosecutor following graduation. The chosen candidate would begin as an intern for the 2025-2026 academic year, working part-time in the Marana Legal Department. Pay during that period would be $17.85/hour. As an intern, the chosen candidate will work in the Department's civil division and Prosecutor's Office.

Work in the civil division will include conducting legal research and analysis, drafting legal memoranda, attending meetings, assisting attorneys in the civil division, and observing and learning about municipal legal work.

Work in the Prosecutor's Office will include working on motions and appeals, observing court, conducting legal research, assisting with trainings for the Marana Police Department, and generally reviewing, preparing, and learning about criminal case files and processes. Work in the Prosecutor's Office will also come with the opportunity to practice in court as a “certified limited practice student” under the supervision of an attorney. As a certified limited practice student, the intern would appear in court, under supervision, participating in pretrial hearings, evidentiary hearings, bench trials, and jury trials, if time allows.

This internship period would serve as a period to get hands-on experience as a municipal attorney and prosecutor, while supervised, in an on-the-job training mode. Following graduation, if the chosen candidate has satisfactorily completed the internship, the chosen candidate will be offered the position of Associate Town Attorney at the Town of Marana, which has a salary currently beginning at $79,709/year. The Town will work with the candidate to coordinate a leave of absence for bar studying period, if necessary. After taking the bar, the candidate will work full-time at the Town as a “certified limited practice graduate” supervised by an attorney pending bar admission. Upon admission to the bar, the Associate Town Attorney will work as a municipal attorney for the Town of Marana in the civil division and/or Prosecutor's Office, as assigned.

As an Associate Town Attorney, the ideal candidate must be able to prioritize and multi-task in a fast-paced environment, have the ability to work with minimal supervision, have excellent attention to detail and exceptional communication skills (oral and written), and have the ability to establish and maintain working relationships with court officials, police officers, other Town employees, attorneys, the Town Council, and the general public.

Pursuant to the Marana Town Code, Sections 3-1-2(D) and 3-1-3(B), and the current Salary Schedule implemented by the Town Manager, the position of Intern is defined as a Temporary position. Temporary positions are at-will employees and employment that may be terminated upon the will of the employer or employee at any time with or without cause.

Offer and acceptance of the intern position does not create a vested contractual right for the chosen candidate to be offered the position of Associate Town Attorney. The Town of Marana will determine in its sole discretion if the chosen candidate has satisfactorily completed the internship and will be offered the Associate Town Attorney position. If hired into the Associate Town Attorney position, the candidate must complete a 12-month initial evaluation period during which the employment is at-will. Both the intern position and attorney position are subject to budget approval.

Hiring Rate: Intern — $17.85 per hour
Associate Town Attorney –- $79,709.00 per year

Examples of Duties:
Intern
  • Conduct legal research and analysis; draft legal memoranda; attend meetings; assist attorneys in the civil division; and observe and learn about municipal legal work.
  • Prepare motions and appeals; observe court proceedings; assist with trainings for the Marana Police Department; review, prepare, and learn about criminal case files and processes; and potentially practice in court as a “certified limited practice student” under the supervision of an attorney.

Municipal Attorney
  • Provide as-needed legal advice; perform legal analysis, research, and writing; communicate results to clients.
  • Attend meetings of the Town Council, boards and commissions, and Town staff; analyze and assimilate information; and organize calendar and work tasks.
  • Prepare and review legal documents; read and apply knowledge of subject; maintain legal knowledge of issues.
  • Represent the Town in legal proceedings; prepare legal pleadings; attend court; present arguments; communicate with witnesses and counsel; and negotiate with opposing counsel and parties.

Prosecutor
  • Prosecute misdemeanor criminal offenses in the Town of Marana from inception to resolution; represent the state of Arizona at trials and other hearings, including appeals; prepare plea offers; ensure proper implementation of Victims' Rights; draft legal motions, appeals and memoranda; and manage a prosecution caseload.
  • Represent the Town in legal proceedings; prepare legal pleadings; attend court; present arguments; communicate with witnesses and counsel; and negotiate with opposing counsel and parties.
  • Prepare and review legal documents; read and apply knowledge of subject; maintain legal knowledge of issues.
  • Work with Marana Police Department to issue criminal cases and conduct trainings for officers regarding best practices.

Minimum Qualifications:
Current third-year law student
