The Department of the Government of New York City is both a law enforcement and regulatory agency. Formed in 1996 as the Trade Waste Commission, BIC regulates the commercial garbage collection industry and the public wholesale markets in NYC. To eliminate organized crime from those industries, protect the safety of the public and workers' rights, and create and preserve a healthy and competitive business environment, BIC utilizes a unique combination of a full range of law enforcement tactics and regulatory oversight.

BIC is seeking a very experienced, innovative, self-motivated attorney to serve as General Counsel under the direction of The Department of the Government of New York City's Commissioner and Chair. The General Counsel will have wide latitude to utilize his/her legal knowledge, judgment and experience. The specific duties for this position include, but are not limited to:
  • Acting as the principal legal advisor to the Commissioner and Chair, the Commission itself, senior executive staff and managers on all legal matters related to The Department of the Government of New York City's jurisdiction;
  • Supervising agency attorneys and Legal Unit support staff;
  • Representing the Commission at meetings involving legal and policy issues with the Mayor's Office, other governmental agencies and other entities;
  • Providing advice and recommendations on questions of law, fact, and administrative policy;
  • Reviewing contracts and other documents;
  • Ensuring the agency's compliance with applicable law, rules, and policies;
  • Reviewing, modifying, and streamlining various inter- and intra-agency procedures;
  • Accepting additional assignments as needed, including, but not limited to, planning, coordinating, and conducting special projects; and
  • Acting as a senior member of the agency's intergovernmental relations team.

Minimum Qualifications:
Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Residency Requirement:
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
